About this opportunity
The Defense Logistics Agency Land and Maritime is procuring one PAMAS S40 Benchtop Particle Counter through solicitation SPMYM225Q2620, a precision measurement device capable of analyzing particle sizes from 0.5-400 micrometers and supporting multiple international test methods including ISO 4406, SAE AS 4059 E, and NAS 1638. The solicitation requires vendors to provide complete manufacturer specifications, maintain current NIST SP 800-171 cybersecurity assessments (unless the item qualifies as Commercial Off-The-Shelf), and submit signed documentation including CAGE codes and corporate representations regarding tax liability and felony convictions. Key requirements include FOB destination pricing to Silverdale, Washington, lead time annotations, and identification of the manufacturer and country of origin. The procurement emphasizes strict product traceability and packaging requirements, with potential quality investigations. Quotes must be submitted electronically via email to diana.baldwin@dla.mil by 10:00 AM on September 12, 2025, with delivery required by October 31, 2025.
This procurement is designated as a total small business set-aside under NAICS code 334519 (Other Measuring and Controlling Device Manufacturing) with a size standard of 600 employees. The contract will be delivered to the TRIREFFAC Receiving Officer in Silverdale, Washington, indicating performance at a naval facility in the Pacific Northwest. The solicitation involves a single unit of specialized laboratory equipment valued under the simplified acquisition threshold, as evidenced by the use of Standard Form 1449 for commercial items. Vendors must be registered in the System for Award Management (SAM) and comply with Wide Area Workflow (WAWF) payment instructions and Defense Biometric Identification System (DBIDS) access protocols. The compressed timeline from solicitation posting on September 9 to the quote deadline of September 12 suggests an urgent operational requirement for this particle counting capability.
