About this opportunity
The U.S. Air Force Pacific Air Forces is seeking a single firm-fixed-price contract for professional Explosive Ordnance Demolition (EOD) escort services to support Cook Inlet beluga whale endangered species management projects at Joint Base Elmendorf-Richardson (JBER) in Alaska. The contractor must provide qualified EOD personnel, equipment, and vehicles to conduct surface surveys and identify munitions and explosives of concern (MEC) during field operations in highly vegetated and water-based areas to a depth of 18 inches, as well as contingency boat support when government vessels are inoperable. Key requirements include providing 100 percent escort availability for scheduled field days, delivering a seaworthy vessel within 24 hours of government notification, preparing an Explosive Safety Submission (ESS) as a deliverable, and submitting a work plan 45 days before fieldwork and field reports within 30 days of season completion. Award will be made on a best-value basis considering past performance (rated as Acceptable, Neutral, or Unacceptable) and price, with vendors required to demonstrate one previous relevant EOD service project completed within the last three years. The proposal submission deadline is 12:00 PM Alaska Daylight Time on March 31, 2026, with written questions due by 12:00 PM Alaska Daylight Time on March 27, 2026, both directed to Contracting Officer Maureen Badey and Contract Specialist Hannah Tolbert.
This is a 100 percent Small Business Set-Aside under NAICS code 562910 (Remediation Services) with a $25 million small business size standard, and represents a recompete of previous contract FA500024P0139. The contract encompasses an estimated annual workload of 90 missions plus 10 cancellations during the active season (June-November) and standby season (December-May), with pricing structured as 90 units each for Beluga EOD Escort services, 5 units for boat support, 10 units for escort cancellation fees, and 1 unit for boat support cancellation fees across five separate line item groupings. The base performance period is 12 months with four optional 12-month renewal periods for a potential total contract duration of 60 months, with all work performed at Eagle River Flats within Elmendorf Air Force Base, Alaska. Quoted prices must remain firm for 60 calendar days, and vendors must maintain current SAM registration throughout the solicitation and evaluation period. Payment will be processed through the Wide Area Workflow (WAWF) system using the Invoice 2in1 document type, with a pre-performance conference to be conducted after award.
