About this file
This is a Questions and Answers document addressing key operational and contractual details for a federal contract recompete.
The Government will provide a minimum of two weeks' advance notice for both active season and standby season field work mobilization. An Explosive Safety Submission (ESS) has not been previously developed or approved for the work area; consequently, the Contractor is responsible for preparing the ESS as a deliverable in accordance with the revised Performance Work Statement. Regarding crew operations, on-land operations typically involve 2-6 personnel with a maximum of 15 on rare occasions, while water operations normally accommodate 3-4 crew members plus captain (excluding EOD personnel), with a maximum capacity of 5 crew members plus captain for a total of 6 passengers. The document notes that maximum capacity is rarely reached due to weather considerations and operational constraints. This contract represents a recompete requirement with the previous contract number FA500024P0139.

1. What is the minimum advance notice the Government will provide to begin “active season” field work (mobilization/field start notice)?
Minimum advance notice to beginning of active season is two (2) weeks.
2. What is the minimum advance notice the Government will provide to begin “standby season” field work (mobilization/field start notice)?
Minimum advance notice of beginning of standby season is two (2) weeks
3. Has an Explosive Safety Submission (ESS) been developed/approved for the work area? If yes, please provide the ESS or advise how it will be shared with offerors.
An ESS has not been approved for work in the area.
4. If an ESS has not been developed, please confirm whether the Contractor shall prepare the ESS as part of work plan/submittal development, or whether the Government will provide it.
The Contractor shall prepare the ESS as a deliverable. Please see the revised Performance Work Statement.
5. What is the maximum crew size expected to be escorted at any one time (for explosive safety criteria and boat capacity planning)?
On land the average crew size is 2-6 people with a maximum crew size as high as 15 on rare occasions. On the water the typical crew size is 3-4 crew including captain (but excluding EOD) (i.e. 4-5 total pax on boat) whereas the max size would be 5 crew, including captain but excluding EOD (i.e. 6 total passengers). Again, due to weather concerns this maximum is rarely reached (i.e. filling a boat to capacity is rarely advisable unless the weather forecast is extraordinarily favorable AND the mission is critical).
6. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
This is a recompete requirement, with the previous contract number being
FA500024P0139.
