About this opportunity

The Department of Veterans Affairs Technology Acquisition Center Austin published a Limited/Sole Source Justification Notice for Behavioral Health Lab (BHL) software maintenance and technical support services to support the VA's measurement-based care initiatives for veterans' mental health treatment. The contract was awarded to Capital Solution Design (CSD), LLC on September 26, 2025, for a one-year period through September 25, 2026, though the specific award amount was not disclosed. The services include two enterprise BHL software licenses with unlimited users, along with comprehensive program management, software development, maintenance, testing, helpdesk support, and training services. The sole source justification is based on market research conducted from November 2024 to May 2025, which included a Request for Information that received five responses, with VA technical experts determining that only the incumbent vendor CSD has the demonstrated ability to meet all requirements without service interruption while interfacing with existing VA systems such as VistA, Oracle, and CPRS. The VA plans to transition to a competitive procurement process with a new solicitation expected in the second quarter of fiscal year 2026 and a competed contract award anticipated in the third quarter of fiscal year 2026.
