The VA plans to release a new solicitation in the 2nd Quarter of FY26 with an expected competed contract award in the 3rd Quarter of FY26, ensuring continued support for critical mental health assessment services for veterans.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity: Department of Veterans Affairs (VA) Office of Acquisition Operations Technology Acquisition Center (TAC)

2. Description of Action: The proposed action is a new Firm-Fixed Price (FFP) contract to Capital Solution Design (CSD), LLC 1061 North George Mason Drive, Arlington, Virginia 22205, a wholly owned subsidiary of NeuroFlow, to renew and provide two enterprise Behavioral Health Lab (BHL) brand name software licenses with unlimited users, program management, software development, software maintenance, testing, helpdesk, data science/advanced analytical efforts, and training for software features for desktop and web-based versions of the assessment software.
3. Description of Supplies or Services: The Veterans Health Administration (VHA), Office of Mental Health, the Veteran Integrated Service Network (VISN) 4 Mental Illness Research Education and Clinical Center (MIRECC), and the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program (SSG Fox SPGP), part of the Office of Suicide Prevention (OSP), NEPEC and the Office of Specialty Care have a requirement for software that supports the VA’s clinical priority of using measurement-based care for the improvement of health and improved healthcare access for Veterans. The VA requires a solution that is able to interface with the existing VA systems that hold patient information in multiple applications, such as Veterans Health Information Systems and Technology Architecture (VistA), Oracle, and Computerized Patient Record System (CPRS), Key requirements of the software solution include Authenticated Request Generation, Multi-Channel Communication, User-Friendly Assessment Interface, Seamless VA Integration, Comprehensive Assessment Library and VA Compliance Assured. The Authenticated Request Generation requirement allows authorized VHA users to securely generate assessment requests for individual Veterans or groups, ensuring proper oversight of all patient outreaches. The Multi-Channel Communication requirement allows veterans to receive assessment requests through their preferred communication channel (email or SMS), increasing response rates and patient engagement. The User-Friendly Assessment Interface requirement allows for intuitive, accessible design, which makes completing assessments straightforward for Veterans of all technical abilities. The Seamless VA Integration requirement allows all collected data to transfer securely back to VA systems and be directly uploaded to Veterans' medical records, eliminating manual data entry. The Comprehensive Assessment Library requirement allows for access to a library of standardized, validated assessments including the Patient Health Questionnaire (PHQ), Brief Addiction Monitor (BAM), and other widely used clinical instruments. Lastly, the VA Compliance Assured requirement allows the software to

The remaining two responses did not indicate the ability to complete the required work, but instead provided general capability statements about their respective companies’ expertise. None of the alternative vendors’ products can currently meet, or be modified to meet, VA’s requirements. Based on the results of this new market research, the Government is continuing to work with these potential vendors and adjust the acquisition package to ensure maximum competition with a new solicitation that will be posted and awarded in FY26. At this time, only the incumbent has the demonstrated ability to meet all of the government’s requirements without a break in service for the support provided to veterans.
