About this opportunity
The Iowa Army National Guard is conducting market research for Behavioral Health Case Management Services, with responses due by June 9, 2026; this is a Total Small Business set-aside. The requirement covers a base period plus two 12-month option periods running July 28, 2026 through July 27, 2029, and the agency has posted a draft Performance Work Statement (PWS) for industry comment rather than soliciting proposals at this stage.
Services will be delivered at Building S70, Camp Dodge Joint Maneuver Training Center in Johnston, Iowa, with potential expansion to additional Iowa locations and out-of-state sites on a case-by-case basis. Standard hours are Monday through Friday, 8:00 AM to 4:30 PM, excluding federal holidays; contractors may be required to work National Guard drill weekends and occasional evenings per mission needs. Teleworking is authorized at no additional cost.
The contract requires two service categories. Behavioral Health Clinical Case Managers must hold a Master's of Social Work degree from a CSWE-accredited institution (or equivalent with contracting officer approval), possess current Iowa state licensure as a mental health practitioner, demonstrate ability to practice independently without clinical supervision, carry professional liability insurance of at least $1,000,000 per occurrence, and have a minimum of three years' post-graduate clinical or administrative mental health care experience. Care Coordinators require a minimum of two years' experience in healthcare, healthcare administration, human resources, or business administration.
All contractor employees must obtain SECRET security clearances and Common Access Cards (CACs). Both position types must complete extensive systems access training—including Medical Readiness Portal, HIPAA and Privacy Act, MHS Genesis, and military culture training—within 30 days of system access. Clinical responsibilities include mental health assessments using specified screening tools (PLC-M, PHQ-9, Columbia tool, GAD-7, AUDIT), treatment plan formulation within 24 hours of intake, and coordination of referrals to military treatment facilities, Veterans Affairs, and network providers.
