About this opportunity
The U.S. Army Corps of Engineers Europe District is seeking contractors to construct concrete tent pads, gravel beds, site improvements, and utility connections for base expeditionary airfield resources (BEAR) at Rygge, Norway, designed to accommodate 576 personnel. The project involves installing essential utilities including potable water, sanitary sewer, electrical power, and communication systems. This will be structured as a Firm Fixed Price (FFP) stand-alone construction contract awarded through a Best-Value procurement process utilizing the Tradeoff methodology under FAR 15.101-1. The evaluation process will allow the government to consider tradeoffs between non-cost factors and price, potentially awarding to contractors other than the lowest bidder or highest technically rated proposal to achieve optimal value. All proposal submissions must be made electronically through the Procurement Integrated Enterprise Environment (PIEE) system, with the current due date set for September 30, 2025.
This acquisition will proceed under full and open competitive conditions with no set-aside restrictions, making it available to all qualified contractors. The contract value is anticipated to range between $5,000,000 and $10,000,000, representing a significant construction undertaking. The project timeline spans 17 months from the Notice to Proceed issuance, indicating a substantial multi-year commitment for the selected contractor. The work falls under NAICS code 238910 for Site Preparation Contractors and PSC category Y1PZ for Construction of Other Non-Building Facilities. Contractors must ensure they monitor the PIEE platform for any amendments or updates, as traditional submission methods including mail, hand delivery, or third-party file transfer systems will not be accepted.
