About this opportunity
The United States Marine Corps is procuring one Bb Eppelsheim Contrabass Clarinet (wide bore) for the United States Marine Band through a firm fixed-price purchase order under simplified acquisition procedures. The instrument must meet stringent salient characteristics including a range of C3-E6, French fingering, three automatic register keys, large tone holes, a 47-inch height, and be manufactured in the U.S.A. or comply with Buy American provisions. Award will be made to the lowest-priced technically acceptable offeror based on conformance to specifications, price fairness and reasonableness, acceptable past performance, and delivery capability. Offerors must submit electronically via email a signed solicitation with acknowledgment of all amendments, completed SF 1449 with pricing in US Dollars, technical capability documentation, FAR and DFARS certifications, and offeror representations and certifications. Questions are due February 12, 2026 at 10:00 AM Eastern Time, and quotations must be received by February 13, 2026 at 10:00 AM Eastern Time, with delivery required on or before January 25, 2027.
This procurement is designated as a Total Small Business set-aside with a 100 percent set-aside for Women-Owned Small Business (WOSB) firms, with NAICS code 339992 (Musical Instrument Manufacturing) and small business size standard of 1,000 employees. The estimated contract value is $33,000 for the single unit acquisition. The brand name justification documents that Eppelsheim is the only acceptable source based on the Marine Band's years of market research and play-testing, as competing instruments from Selmer and Buffet have experienced reliability and repair issues inadequate for professional performance requirements. Delivery will be made to Marine Barracks Washington DC Supply at 912 Charles Poor Street SE, Building 169, Washington Navy Yard, Washington, DC 20391. All offerors must be actively registered in the System for Award Management (SAM) at the time of submission, and the government reserves the right to reject any or all offers or accept other than the lowest offer.
