About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is seeking a contractor to provide comprehensive maintenance services for the Battlefield Airborne Communications Node (BACN) E-11A aircraft fleet. The solicitation, with ID number FA2291-BACNPLATFORM, targets vendors capable of maintaining three to nine Bombardier BD-700-1A10 aircraft located at a Main Operating Base in the United States and two Forward Operating Locations internationally. Qualified contractors must hold a 14 CFR 145 repair station certificate and demonstrate expertise in aircraft maintenance, configuration management, parts and supply operations, and technical documentation management. Respondents are required to submit electronic responses by 13 May 2025, limited to 15 pages, which should include a company profile, proposed approach to meeting Performance Work Statement requirements, cost estimates, potential challenges, and relevant certifications. The government will evaluate submissions based on technical capability, compliance with requirements, and the vendor's ability to support complex military communications platform maintenance.

The procurement is not set aside for any specific small business category and will be open to all qualified contractors. The contract is structured with a base year including a three-month transition-in period, followed by four one-year option periods and potential extensions. While specific award values are not disclosed, the contract will support approximately 825 flight hours per month at Forward Operating Locations (with surge capability to 975 hours) and 160 monthly hours at the Main Operating Base. The anticipated contract start date is October 2025, with an initial performance period of one year and potential for additional years of service. The maintenance requirements are comprehensive, including aircraft and engine maintenance, configuration management, airworthiness support, and coordination with payload maintenance contractors, with work to be performed at both domestic and international locations, including sites in Asia with potential hardship and hazard differential pay considerations.
