About this opportunity
This pre-solicitation notice is seeking replacement of several uninterruptible power supply systems at various Centers for Disease Control and Prevention locations. The Centers for Disease Control and Prevention intends to award a single firm-fixed price contract for a period of 365 days to replace life safety and laboratory UPSs that are nearing end of service life and do not meet standards. Proposals are due May 22, 2020 and the solicitation will be posted on May 22 at www.beta.sam.gov. Evaluation will consider price between $1 million to $5 million.
This is a total small business set-aside designated only for eligible woman-owned small businesses. The NAICS codes are 238990 for specialty trade contractors. The small business size standard is $16.5 million. Firms must be certified under clause FAR 52.219-8 and maximum practicable participation of small disadvantaged, veteran, and woman-owned businesses is encouraged as subcontractors. Approximately 30 days after solicitation posting, final proposals will be due.

There are several locations at the Centers for Disease Control and Prevention (CDC), Roybal Campus, that require replacement of Life Safety and Laboratory uninterruptible power supplies (UPSs). These systems are at or nearing the end of service life as indicated by quarterly preventative maintenance testing reports and market research performed for replacement parts. Several UPS units are considered to be Life Safety, but do not conform to UL 924 or NFPA 101 requirements. These systems will require replacements, as they serve critical data, emergency, life safety, laboratory and general-purpose loads within the facility. Having an inappropriate UPS will directly affect the expected runtime and the ability to serve facility loads during an unplanned power outage.
ESTIMATED PRICE RANGE: Between $1,000,000 and $5,000,000
Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents.

CDC intends to issue a single award as a result of solicitation 75D301-20-R-67980. It is anticipated that the resulting Firm Fixed Price contract will have a period of perfomance of 365 days after the notice to proceed is issued. Request for Proposal (RFP), 75D301-20-R-67980, will be posted on www.beta.sam.gov on or about May 22, 2020. Any amendments issued to the soliciation will also be made at the same website. This is set-aside as a Total Small Business competitive requirement and as such is limited to eligible Women Owned Small Business concerns. The NAICS Codes for this proposed procurement are 238990 – All Other Specialty Trade Contractors. All responsible small business sources may submit a proposal, which shall be considered by the agency.
This procurement is a Woman Owned Small Business set-aside. Responsible small business sources may submit an offer that will be considered. The small business size standard for NAICS 238990 is $16.5 million. Firms must be certified in accordance with solicitation clause, FAR 52.219-8-Utilization of Small Business Concerns.
