About this opportunity

The Defense Logistics Agency (DLA) Land and Maritime has issued a Special Notice (Sources Sought Notice ID: CL25055002) seeking potential suppliers for a Long-Term Contract (LTC) involving two specific battery types with National Stock Numbers 6140-01-475-9355 and 6140-01-502-4973. The notice is part of a market research initiative to identify qualified manufacturers and suppliers for these sealed lead acid storage batteries. The batteries are designated as Type I with a 24-month shelf life and must meet specific military packaging and transportation standards. Potential manufacturers include Johnson Controls Inc, Clarios LLC, and Optima Batteries. The solicitation targets companies in the Battery Manufacturing (NAICS 335910) sector interested in establishing a potential government contract.

The primary objective of this Special Notice is to gather comprehensive market information from potential suppliers to help DLA generate a realistic solicitation for a long-term battery supply contract. Contractors must complete and submit a Market Survey Questionnaire and accompanying spreadsheet by March 14, 2025, to be considered. The proposed contract structure includes a three-year base period with potential single option years. Eligible contractors should be prepared to provide detailed information about their manufacturing capabilities, business size, pricing structures, and ability to meet military specifications. The questionnaire seeks insights into suppliers' commercial item classifications, delivery capabilities, and potential quantity price breaks. DLA is particularly interested in understanding suppliers' capacity to provide batteries that comply with MIL-STD-129P(4), MIL-STD-2073-1E packaging standards, and U.S. Department of Transportation non-spillable battery regulations. Interested parties must email their completed materials directly to Camerson Siebeneck at camerson.siebeneck@dla.mil.
