About this opportunity

The U.S. Coast Guard seeks removal and replacement of six failing bathtub and shower pan assemblies at USCG Station Santa Barbara residencies, with proposals due May 11, 2026. The procurement is a Total Small Business set-aside, restricting competition to small business concerns.

Place of performance is Santa Barbara, California. All six replacement units must utilize the same approved tub and pan model, surround materials, waterproofing system, hardware, and installation methodology to standardize across the housing units. Work must comply with current building codes, manufacturer installation requirements, and industry best practices. All housing units requiring repair are currently occupied, necessitating protective measures during execution. The contractor shall provide all labor, materials, equipment, supervision, and incidentals necessary to complete the work, including initial site inspection, materials package submission for approval, subfloor and wall assembly inspection and repair, leak testing, and finish restoration.

The NAICS code is 236118, Residential Remodelers; the PSC code is Z1FA, Maintenance of Family Housing Facilities. Documentation showing past performance and certifications is required. An industry open house site visit is scheduled for January 6 at 0900; inquiries should be directed to Rachel Hanson (rachel.n.hanson@uscg.mil) or Ruijin Garcia (ruijin.g.garcia@uscg.mil). The solicitation was reopened due to an extended government shutdown and now seeks new bids to reflect economic changes. Bids may be submitted via DHS Marketplace or directly to the POC.

Evaluation criteria are technical capability, past performance, and price. Technical capability and past performance combined are more important than price alone.
