About this opportunity

The Air Force Research Laboratory (AFRL) and Air Force Office of Scientific Research (AFOSR) are seeking to establish a Partnership Intermediary Agreement (PIA) for facilitating technology transfer, innovation, and collaboration between government laboratories and commercial markets. The selected intermediary will serve as a strategic facilitator across academic, industry, and government interfaces, with responsibilities including establishing and managing collaboration environments, developing technology transition plans, supporting STEM workforce development, and providing analytical support to identify research and technology transfer opportunities. Eligible entities must be state or local government agencies or non-profit organizations with demonstrated nexus to state or local government, and must maintain active SAM.gov registration throughout the contract period. Proposals will be evaluated using three equally weighted criteria: Technical Capability (1/3), Past Performance (1/3), and Cost (1/3), with the government employing a Best Value evaluation methodology. The solicitation was posted on June 27, 2025, with responses due by 11:59 p.m. EST on August 8, 2025, and responses must not exceed 15 pages.

This solicitation does not utilize any set-aside designations and is open to all eligible entities meeting the Partnership Intermediary qualifications. The total contract value is anticipated at $80 million over the five-year performance period, with annual funding ranging from $5-20 million per year. The contract structure includes a one-year base period beginning September 15, 2025, followed by four optional extension periods through September 14, 2030. Performance will occur primarily in Arlington, Virginia, with additional contractor-leased collaboration facilities required in Chantilly, Virginia, and Colorado Springs, Colorado, each averaging approximately 10,000 square feet and staffed during normal operating hours. The intermediary must establish these collaboration environments to support long-term planning teams, workshops, technical reviews, industry and academic engagements, and stakeholder meetings across the Air Force's research enterprise.

The intermediaries also help the Air Force to identify federal technologies that can be licensed and commercialized; and work to develop and grow environments and capabilities for fostering innovation and collaboration necessary for addressing the basic and applied research challenges of the Air Force Office of Scientific Research (AFOSR) and the Air Force Research Laboratory (AFRL). The Partnership Intermediary Agreement will enable AFOSR to identify, investigate, and exploit research opportunities that will transform future Air Force and Department of Defense (DoD) capabilities.
