About this opportunity

The Mission and Installation Contracting Command - Fort Sam Houston (MICC-FSH), a component of the Department of the Army Materiel Command, has issued a Special Notice seeking market research for the Base Realignment and Closure Financial Module (BRAC FM) contract. The notice focuses on identifying small business contractors capable of updating and maintaining the BRAC FM system, which is a web-based application hosted on the Azure cloud. This application serves as a central repository for coordinating and managing automated funds requests for the BRAC program, enabling the BRAC Division, Army Commands, and US Army Corps of Engineers to submit and track financial transactions. The system is critical for processing funds requests, with the Resource Management Branch reviewing and validating submissions before forwarding them to the Army Budget Office for final approval and distribution. The current contract is set to transition to a new provider, prompting this market research effort.

The Special Notice is specifically targeting small businesses with expertise in computer facilities management services (NAICS 541513) and invites potential contractors to submit a 10-page capabilities statement by April 8, 2025, at 12:00 p.m. CDT. Eligible businesses include small business set-aside categories such as 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The contract is structured with a base year and four optional 12-month extensions, running from June 2025 to June 2030, with a total potential value approaching $37 million. Contractors must demonstrate technical capabilities including proficiency in Microsoft technologies, information assurance certifications, and experience with web-based application management. The primary objectives include updating the BRAC FM system functionality, ensuring compliance with DoD and Army IT regulations, performing security vulnerability assessments, and providing comprehensive technical support for the BRAC Division's financial management processes.
