About this opportunity
The Naval Facilities Engineering Command (NAVFAC Atlantic) is conducting market research to identify qualified contractors to provide Base Operations Support (BOS) Services at U.S. Marine Corps Base Quantico, Virginia, and affiliated sites including the National Museum of the Marine Corps, Camp Upshur, and Marine Corps Air Facility Quantico. The services encompass a comprehensive range of facility operations including general information and management, public safety and force protection, facility support (facility management, custodial services, pest control, integrated solid waste management, grounds maintenance, and pavement clearance), utilities management and wastewater treatment, and environmental services. Only SBA-certified 8(a) small businesses are eligible to participate in this competitive 8(a) procurement. Interested firms must submit a capabilities statement package not exceeding five pages by March 13, 2026 at 2:00 p.m. EST to Contract Specialist Barkley Brown at barkley.k.brown.civ@us.navy.mil. The submission must address company profile information, relevant experience within the past eight years with detailed references, feasibility of the proposed 60-day phase-in period, and any additional relevant information. It is important to note that this is market research only and no contract will be awarded from this notice.
The procurement is designated as a competitive 8(a) set-aside, restricting competition to qualifying small businesses participating in the SBA's 8(a) Business Development Program. The anticipated contract structure is a single-award Firm Fixed Price Indefinite Delivery Indefinite Quantity (FFP/IDIQ) contract. The contract term includes a one-year base period with up to seven one-year option periods and one six-month option period, providing a total potential duration of 102 months if all options are exercised. The work falls under NAICS code 561210 (Facility Support Services) and PSC code S216 (Housekeeping—Facilities Operations Support). No specific budget range or award value has been disclosed in this pre-solicitation notice. The Government will use all submitted information for market research purposes only, and no reimbursement will be provided for response costs or information provided by interested firms.
