The National Aeronautics and Space Administration's (NASA) Kennedy Space Center (KSC) (hereinafter "The Government") is pleased to release the Request for Proposal (RFP) for the Base Operations and Spaceport Services (BOSS) Contract. This RFP replaces the draft RFP, NNK18619079R-DRAFT, issued on August 21, 2017, in its entirety. Previous notices regarding BOSS are: Sources Sought Notice (Reference Number NNK17619079L) and Draft RFP (Reference Number NNK18619079R-DRAFT).


An interested parties list and other BOSS related information is located at: https://procurement.ksc.nasa.gov/BOSS.


In accordance with RFP provision L.12, Communications and Requests for Information, questions regarding the RFP must be received no later than 3:00 p.m. KSC local time on November 27, 2017, to allow for analysis and dissemination of responses in advance of the proposal due date. All questions and the Government's response, as well as any amendments to the RFP will be posted to www.FBO.gov under solicitation number NNK18619079R.

Offerors are responsible for monitoring this site for the release of the solicitation and any amendments. Potential offerors are responsible for downloading their own copy of the solicitation and amendments (if any).


This RFP neither commits the Government to pay any cost incurred in the submission of the offer or in making necessary studies or designs for preparing the offer, nor to contract for services or supplies. Any cost incurred in anticipation of the contract shall be at the Offeror's own risk.

Added: Oct 17, 2017 12:29 pm The National Aeronautics and Space Administration's (NASA) Kennedy Space Center (KSC) (hereinafter "The Government") plans to issue a Request for Proposal (RFP) for the Base Operations and Spaceport Services (BOSS) Contract. This notice relates to the Sources Sought Notice (Reference Number NNK17619079L) and Draft RFP (Reference Number NNK18619079R-DRAFT).

The institutional support services provided under BOSS contract includes: (1) Management, (2)Work Management, (3) Facilities, Systems, Equipment, and Utilities Operations, Maintenance, Baseline Repairs and Replacement and Service Orders, (4) Engineering and Support Services, (5) Logistics.

The Government intends to award a single award contract with a firm fixed-price baseline with a fixed-price IDIQ component. The period of performance has a potential of eight-years, consisting of a two-year based period and three, two-year options. This procurement will be full and open competition. The North American Industry Classification System (NAICS) code for this procurement is 561210, Facilities Support Services with a size standard of $38.5M. The Government does not intend to acquire a commercial item using FAR Part 12.

The anticipated release date of the RFP is on or about October 31, 2017, with an anticipated proposal due date of January 3, 2018.

This synopsis is not a solicitation and the Government is not requesting proposals; this should not be construed as a commitment by the Government. The solicitation and any documents related to this procurement will be available on the Federal Business Opportunities (FedBizOpps) web page, www.fbo.gov. It is the offeror's responsibility to monitor the FedBizOpps web page for the release of the solicitation and amendments(s), if any. Prospective offerors will be responsible for downloading their own copy of the solicitation and amendment(s), if any.
