4 G.19 PROPERTY G.19 (b) G.19(b)(1) 35 of 116 Attachment J-05, Government-Furnished Property (GFP), identifies all materials provided to the Contractor. The Contractor shall store, protect, manage, and maintain records for this material in the Supply Management System (SMS) database. Replenishment of depleted inventory shall be at the Contractor’s discretion and expense.

However, the following statement is in G.20(d)(2)(iv): "The proposed price for a UPB developed Task Plan shall be the Total Bare Costs multiplied by the Task Plan Coefficient, TBP."

Question: Can the Government please clarify the inconsistency in the application of the coefficient? (one reference is against labor hours, and the other is against the TBP)

G.20 G.20(d)(2)(v) 39 of 116 Regarding Task Plan Coefficient G.20(d)(2)(v) - states "The Task Plan Coefficient shall account for all cost elements not included in the current UPB (e.g., overhead, profit, minimum design costs, G&A expenses, bond premiums, gross receipts taxes, quality control, clean-up, subcontractor mark-up, labor burden, mobilization/demobilization, permits, licenses, taxes, depreciation, as-built drawings, submittals, badging). Additionally, contingency and on-site travel allowances shall not be priced in the Total Bare Costs; the Task Plan Coefficient shall account for all such allowances."

The items listed are normal items associated as construction project overhead when doing RS Means estimating.

Question A: Is it NASA's intent to also have the bidders include KSC-BOSS contractor markups in the Task Plan Coefficient?

Question B: Would the "markups" be expected to include such elements as Project Management, on-site occupational safety oversite of the subcontractor performing the work, construction inspection services?

Question C: Or will the type of KSC-BOSS support services identified in (b) be priced separately in the IDIQ Task Order Pricing as direct costs?

Question D: Will NASA use the pre-priced IDIQ items 41-47 for providing construction inspection on IDIQ tasks to support work involving using the Task Plan Coefficient?

Question E: If the answer to (d) is no, can NASA describe the difference between the pre-priced IDIQ construction inspection services, and those construction inspection services necessary to perform IDIQ Task Plan Coefficient Work?

Question: Can the USG provide historical quantities by year in linear feet or square feet or cubic meter of RACM for industry to accurately estimate the labor to perform this service under complete baseline repairs and replacements or preventive maintenance?

No. The RFP Provision L.8 remains as stated.

Question: Will the Government please clarify if illustrations/graphics are exempt from the Times New Roman font size of 12, and must only be "legible?"

All proposal information text shall comply with RFP provision L.8(b) "12 point type in Times New Roman."

RFP L.17(3) also states, "The Offeror shall not alter Attachment L-04, BOSS Pricing Template." RFP L.8(g) states "Each individual volume (Mission Suitability, Price, Past Performance, and Plans and Other Data) shall be numbered in the footer to identify the number of pages in each specific volume (e.g., Volume III, Page 1 of 50; Volume III, Page 2 of 50, etc.)." However, RFP L.8(b) requires documents be submitted "with at least one inch margins on all sides, using not smaller than 12 point type in Times New Roman font." The document is set up to scale the font with the page width; effectively modifying the font to a smaller size.

Question A: Will the Government clarify whether the form can be modified in order to meet proposal instructions?

Question B: If not, will the Government please modify the RFP to state that government provided forms are excluded from the font size and type requirements?

RFP L.8(g) states, "Page Numbering: Each individual volume (Mission Suitability, Price, Past Performance, and Plans and Other Data) shall be numbered in the footer to identify the number of pages in each specific volume (e.g., Volume III, Page 1 of 50; Volume III, Page 2 of 50, etc.)." Per RFP L.18, the Model contract and related documents include RFP sections B-I and K, which are already numbered.

Question A: Is the existing page numbering scheme in the RFP acceptable for the applicable proposal sections of Volume II, Model Contract?

Question B: If not, is it acceptable to modify the headers and footers of the RFP for the Model Contract section of the proposal?

17 Section L L.10 First sentence 96 of 116 The RFP states: "Per Paragraph (b)(iv) of Clause H.6, Property, of the incumbent contract, NNK08OC01C: " Clause H.6 in the Draft RFP does not address the incumbent contractor's property.

Clause H.6 states: "H.6 AFFARS 5352.242-9000 CONTRACTOR ACCESS TO AIR FORCE INSTALLATIONS (NOV 2012)." We cannot determine the correlation between H.6 and L.10.

Question: Can the Government please clarify?

RFP Provision L.10 includes language from the incumbent contract, NNK08OC01C.

98 of 116 The RFP states that the proposal materials shall be submitted "and must be received at that NASA/KSC Central Industry Assistance Office (CIAO) no later than 3:00 p.m. KSC local time, on "…December 29, 2017 for Volumes I, II and III. In addition, L.13(b) states, "The CIAO office will be closed December 25th through December 28th. To deliver prior to December 29th, the Offeror shall coordinate at least 24 hours in advance with the Contracting officer ". For offeror's shipping proposals during the holiday season, it is prudent to ship in advance, but it appears there will be no one to receive proposals at the CIAO office between December 25th and December 28th. In addition, similarly to the CIAO office, offeror's often have limited resources during the month of December and many individual's contributing to proposal efforts have already made personal commitments that can not be altered.

QUESTION: With that in mind, will the Government issue a two-week extension?

As required by RFP Provision L.13, Offeror shall coordinate with the CO to ensure Government personnel are present to receive the proposal. The proposal due date remains as stated.

L.16.1(1)(a) 100 of 116 The Government appears to have clarified this section per the response to Draft RFP Question 37. The referenced section in the RFP states: "The Offeror shall describe its proposed organizational structure to include: (a) Organizational chart that: identify the Offeror, its partners (if any), and all subcontractors;

clearly demonstrate how the Offeror intends to distribute baseline contract requirements (identified by applicable PWS area or contract clause) across the organization and associated lines of authority; and include all Work Year Equivalents by labor category for each organizational area down to the lowest management level (i.e., at a minimum: 1.X, 2.X, 3.X.X, 4.X, 5.X). The Offeror shall not construe the PWS as a preferred or required organizational structure, but rather as a functional identification of the contractual requirements." The clarification as provided is unclear.

Question A: Is the Government requesting that the offeror provide "all" baseline WYEs by specific labor category (e.g. Exempt, SCA, and CBA) on the organizational chart? or

Question B: Is the Government requesting (i) The total WYEs by organizational area, and (ii) the labor categories and WYEs for the supervision and above (i.e. the supervisory Exempt positions)?

Question C: If the answer to (a) is yes, is the Government also asking the offeror to include the WYEs for the IDIQ staff based on the IDIQ Estimates in Attachment L-04?

Question: Will the Government please clarify what's intended in the Sub-factor A compared to Sub-factor B as it relates to management, control and execution of the KSC BOSS work?

Reference Provisions M.3.1 and M.3.2 for how the Government will evaluate the Offeror's approaches to the sub-factors.

(See Tech Exhibit 1.5.1-1, BOSS Managed Applications.) The Offeror shall also describe any major modifications or enhancements to applications in Tech Exhibit 1.5.1-1, BOSS Managed Applications. Tech Exhibit 1.5.1-1 page 2 of 15 refers to the data sorted by "TABS" (column 1) - There are no tabs in the pages following (3 through 15) of the provided PDF file.

Question: will the Government provide a list that is tabbed so we may separate the legacy systems from the required (BOSS Managed) applications?

28 Section L L.16.2 L.16.2 last para. 103 of 116 The RFP states: "The Offeror shall submit (in Volume IV, Plans and Other Data) a glossary of labor category descriptions utilized to develop the BOEs. The glossary shall include the labor category title, followed by a description of the duties, the years of experience /qualifications, and associated educational requirements."

The CBAs only provide "Labor Categories", not descriptions as alluded to in response to Draft RFP Question 105. Positions such as: Aircraft Servicer, Sanitation Servicer are not positions identified by the Service Contract Act/or Department of Labor, nor commonly found in the public domain. In addition, they do not provide years of experience/qualifications, and associated educational requirements.

Question A: Please provide the descriptions of the positions in the CBA not covered by the SCA/Department of Labor.

Question B: How are the offerors to address the requirements of L.16.2 for CBA employees?

It is the Offeror's responsibility to propose the appropriate labor categories and labor category descriptions for its proposed approach.

29 Section L L.17 L.17(1)(a)(i) 107 of 116 Collective Bargaining Agreements between the incumbent contractors and the IAM/AW and IATSE expire during March 2018. Hourly rates with these unions expire 9/30/2018, prior to commencement of KSC BOSS performance.

Question: Does the Government anticipate that new bargaining agreements will be negotiated and new rates/benefits incorporated into the prevailing Wage Determination prior to contract award? If so, will Offerors be given the opportunity to adjust proposed pricing prior to contract award?
