The type of contract anticipated for this procurement is a combination firm-fixed price (FFP) and indefinite delivery-indefinite quantity (IDIQ). The PWS is organized into annexes. Annex 1 is "General Information". Annex 2 contains the on-site project management and administration requirements. Annexes 3 through 18 contain the technical requirements.

Added: Mar 20, 2009 12:24 pm This is a synopsis for base operation services in accordance with theFederal Acquisition Regulations (FAR) Part 15 - CONTRACTING BY NEGOTIATION. Thisprocurement consists of one solicitation with the intent to award a combinationFirm-Fixed-Price (FFP) and Indefinite Delivery Indefinite Quantity (IDIQ)Service Contract. The contract will be awarded to the responsible offeror whoseproposal, conforming to the Request For Proposal (RFP), will be mostadvantageous to the Government resulting in the Best Value, price and otherfactors considered. The successful Contractor shall furnish all labor,supervision, management, supplies, equipment, transportation, and any otheritems necessary to perform base operating services at the Naval Air WeaponsStation in China Lake, California. The contract will have a base year/periodplus four (4) 12-month option periods and five (5) 12-month award option periodsfor a total maximum duration of 120 months. Start up will be phased-in d! uring the base year/period of the contract. A transition period of up to 30days to full performance may be required. During the term of the contract, theFirm-Fixed-Price portion of the contract is the minimum guarantee. Contractorsare not guaranteed work in excess of the minimum guarantee. THIS ACQUISITION ISSOLICITED AS AN 8(A) COMPETITIVE SET ASIDE. The North American IndustryClassification System (NAICS) Code is 561210 and the size standard is $32.5million dollars. THIS SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY.The RFP will be available for download free of charge via the Federal TechnicalData Solutions (FedTeDS) website at https://www.fedteds.gov/ on or about 1 April2009. The Government will not provide hard copies (paper sets) or CD-ROM of theRFP, Plan Holders List or other contract documents and will not accepttelephone, E-Mail and facsimile requests for copies. Notification of any changes(amendments) to the solicitation will be done via the! Internet. It will be the contractor's responsibility to check the FedTeDS website daily for any and all amendments to this solicitation. Note: AllContractors must be registered in the Central Contractor Registration (CCR)database prior to award of a DoD contract. Contractors may obtain information onregistration by calling 1-888-227-2423, or via the Internet athttp://edi.disa.mil. Prospective contractors shall submit Annual Representationsand Certifications via the Online Representations and Certifications Application(ORCA). Prospective contractors shall complete electronic annual representationsand certifications at http://orca.bpn.gov in conjunction with requiredregistration in the Central Contractor Registration (CCR) database (see FAR4.1102).
