About this opportunity
The 48th Contracting Squadron at RAF Lakenheath, United Kingdom, is conducting market research for Base Level Human Resources System Management and Base Enlisted Specialty Training services. The Department of the Air Force, specifically United States Air Forces in Europe - Air Forces Africa, is seeking a contractor to provide non-personal administrative services supporting military personnel database management across approximately 50-60 units. Key contract requirements include managing personnel database accounts, providing system training, processing training records, conducting staff assistance visits, scheduling unit training meetings, and supporting ancillary training programs. The pre-solicitation notice is requesting potential contractors to submit electronic responses by April 18, 2025, at 1200 London Time, with the primary objective of identifying capable service providers. Respondents are asked to indicate their ability to provide services, submit descriptive literature, provide company information, specify response timeline for a potential Request for Quote (RFQ), and identify any ambiguous language in the draft Performance Work Statement (PWS).
The solicitation currently has no specific set-aside designation and is classified under NAICS category 561110 for Office Administrative Services. The contract will service installations at RAF Lakenheath and RAF Mildenhall, with an estimated annual workload of 50 new user accounts at Lakenheath and 40 at Mildenhall. While no specific award value or budget range is currently disclosed, the solicitation emphasizes that this is a market research effort and does not constitute a formal contract solicitation. The government explicitly states that no funding is currently available and that they do not intend to reimburse any bid or proposal preparation costs. Potential contractors are encouraged to provide comprehensive information to assist in market research, with the understanding that this pre-solicitation notice does not guarantee a future contract award.
