About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking a contractor to provide Base Infrastructure and Telecommunications Support (BITS) at Tinker Air Force Base and designated Geographically Separated Units. The primary objectives include installing inside and outside plate telecommunications and Local Area Network (LAN) infrastructure, supporting base mission changes, and implementing infrastructure modifications. Contractors will be expected to advise technical personnel on emerging technology trends, recommend migration strategies for voice, data, LAN, and video solutions, and work towards a Unified Convergence Network aligned with IPv6 and VoIP standards. Interested small businesses must submit capability statements by June 6, 2024, demonstrating past experience, technical skills, and the ability to self-perform at least 50% of the work. The government will evaluate submissions based on companies' technical capabilities, relevant contract vehicles, and capacity to meet the comprehensive telecommunications infrastructure support requirements.

This procurement is anticipated to be a small business set-aside under NAICS code 541519 for Other Computer Related Services, with a 12-month ordering period and a minimum guaranteed award of $400,000. The contract is considered a bridge contract that will eventually transition to a larger enterprise contract in Summer 2025. The government is conducting market research to determine if at least two capable small businesses can fulfill the contract requirements. Contractors will need to provide comprehensive support for existing legacy infrastructure, networks, and Tier 1 support for VoIP telephony systems, with specific performance requirements including rapid outage restoration, timely work order completion, and accurate cost estimating. The contract will require technically trained personnel with appropriate certifications who can adapt to evolving technological needs and mission-critical infrastructure support at the Air Force base.
