About this opportunity
The Naval Undersea Warfare Center Division, Keyport, operating under the Department of the Navy Naval Sea Systems Command, is conducting market research through a Sources Sought notice (RFISS-160) to identify potential contractors capable of manufacturing base assemblies in accordance with specified technical drawings. This is a Request for Information and sources sought notice, not an active solicitation or Request for Quotes, and participation is entirely voluntary with no financial obligation or responsibility assumed by the Government. Interested parties must complete the "Questions for Industry" questionnaire, which requests information on company qualifications, past performance, manufacturing capabilities, quality assurance standards, cost estimation methodologies, and Cybersecurity Maturity Model Certification status. The questionnaire also requires respondents to identify recommended NAICS and FSC/PSC codes, describe pickup and delivery processes, estimate costs for the requirement, and disclose any technical, cost, schedule, or performance risks. All responses must be submitted via email to brook.m.smith.civ@us.navy.mil by February 24, 2026 at 1:00 PM PST, and respondents must comply with Operations Security requirements by excluding classified, controlled unclassified, or arms export controlled information from their submissions.
This market research initiative does not include any small business set-aside designation, and no incumbent contractor or award value information is disclosed in the sources sought notice. The technical specifications for the base assemblies are defined in two drawing packages: RFISS-160 Drawing Package 3235022 and RFISS-160 Drawing Package 3249414, which interested parties must request access to through the System for Award Management by submitting a completed DD Form 2345 to the Contract Specialist. The Government emphasizes that submission of information does not constitute a request for bidders list inclusion, guarantee future solicitation notifications, or obligate the Government to issue a formal contract. All submitted documentation becomes Government property, and respondents should note that while this sources sought notice may lead to a future formal solicitation, any such procurement will be announced separately through the Government-wide point of entry and will require independent response. The current sources sought notice was originally posted on January 26, 2026, and was subsequently extended and updated on February 5 and February 13, 2026.
