About this opportunity
The Department of State is soliciting Building Automation System (BAS) Preventive Maintenance services for the U.S. Embassy in Zagreb, Croatia. The contractor will perform scheduled preventive maintenance on three separate BAS systems—KMC Controls WinControlXLT, Johnson Controls Metasys, and Honeywell Virtual XL—that manage and monitor critical building infrastructure including chilled water systems, heating hot water systems, air handling units, and associated equipment across five embassy buildings. Key requirements include comprehensive preventative maintenance activities such as BAS communication network validation, system troubleshooting, alarm and trend configuration, sensor calibration, and documentation updates, with all work performed by qualified technicians possessing manufacturer certifications and a minimum of five years of BAS experience. Personnel must comply with security clearance requirements for access to Controlled Access Areas and adhere to applicable IBC, ASHRAE, NFPA/NEC, OSHA, and EPA standards. The pre-solicitation notice was posted on February 2, 2026, with a deadline for proposal submission on February 23, 2026.
This procurement has no set-aside designation and does not identify a current incumbent contractor in the pre-solicitation notice. The contract will operate under a one-year base period with four one-year option periods, spanning a total of five years, requiring two equally-spaced BAS PM site visits annually with the first visit occurring within 60 days of contract award. The contractor must allocate up to $10,000 per visit for emergency repairs of critical deficiencies and provide up to 20 hours of annual remote support with a four-hour emergency response requirement. Deliverables include execution schedules, pre-travel activity descriptions, post-travel comprehensive reports documenting work performed and cost estimates for proposed solutions, and BAS backup files with recovery instructions. The pre-solicitation notice does not specify the total contract value, but the scope suggests a mid-range contract for specialized building systems maintenance services.
