About this opportunity
The U.S. Army Corps of Engineers, Nashville District is conducting a Request for Information (RFI) and Sources Sought notice to identify qualified contractors capable of performing comprehensive inspection, cleaning, disassembly, reassembly, and testing of emergency gate lifting machinery at the Barkley Lock and Dam facility on the Cumberland River in Lyon County, Kentucky. This is market research activity intended solely for informational and planning purposes and does not constitute a binding solicitation or promise to award a contract. The scope of work encompasses all labor, material, and equipment necessary to inspect and service critical components including limit switch assemblies, motors, gears, drums, bearing assemblies, wire rope systems, and control equipment. Contractors must demonstrate capability to perform non-destructive testing using visual testing, dye-penetrant testing, and magnetic particle testing; provide initial and final inspection reports with photographs and measurements; and comply with all safety requirements under EM 385-1-1 and coordination protocols with the lock master. The response deadline for this RFI is March 23, 2026, and respondents should note that the government is under no obligation to pay for information or administrative costs incurred in response to this notice, nor has it committed to issuing a formal solicitation.
This opportunity is designated as a Total Small Business set-aside, restricting competition to small business entities as defined by the Small Business Administration. No incumbent contractor information is provided in the available documentation. The specific award value or contract budget has not been disclosed in this pre-solicitation notice, as formal specifications and pricing details will only be released upon official solicitation issuance. The work is scheduled to commence in January 2026 with working hours limited to Monday through Thursday from 0600 to 1600 hours, excluding federal holidays, and equipment will be available for pickup 10 calendar days following contract award. Contractor personnel must complete AT Level 1 training, suspicious activity reporting training, and OPSEC training within 30 days of contract start, and U.S. citizen employees working in controlled areas will be subject to Category B3 background investigation requirements. Two contract options are available for additional bull gear and intermediate gear painting with non-destructive testing work if the government elects to exercise these options.
