About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking barge services to transport JP-5 fuel for the USS Theodore Roosevelt through solicitation N00244-25-Q-S020. The procurement requires a contractor to provide 5 days of barge services using a 400,000-gallon capacity barge to transport approximately 1.2 million gallons of JP-5 fuel from Point Loma to Naval Air Station North Island in San Diego, California. Vendors must meet specific technical requirements including OSHA safety standards, possession of a certified oil spill response plan, a Certificate of Financial Responsibility, and barge specifications such as three 2.5m or 3.3m diameter fenders and an 8" or 6" hose flange. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) approach, considering technical capability, past performance, and price. Quotations are due by 1:00 PM PST on June 16, 2025, with submissions to be made via email to the contract specialist.
This procurement is designated as a small business set-aside competition under NAICS code 483211 (Inland Water Freight Transportation) with a size standard of 1,050 employees. No incumbent contractors are identified in the solicitation materials. While no specific contract value is disclosed, the government anticipates awarding a firm-fixed-price contract for the transportation services. The performance period is specifically scheduled for June 22-27, 2025, requiring multiple daily fuel loadings and transfers using the TORI J. barge. All services will be performed in San Diego, California, with fuel pickup at Point Loma and delivery to the USS Theodore Roosevelt at Naval Air Station North Island.
