About this opportunity
The Portsmouth Naval Shipyard is soliciting engineering and design services for the development of a repair/modification work package for Navy Barge YC 1679. The Department of the Navy Naval Sea Systems Command requires a contractor to conduct comprehensive engineering services including shipcheck inspections, development of work specifications, AutoCAD engineering drawings, material lists, and Class "C" cost estimates for various maintenance tasks such as towing services, deck preservation, hazardous waste management, and underwater hull inspection. Contractors must possess at least five years of experience in US Navy service craft design and engineering and must publish completed work items to the Navy Maintenance Database Re-platform (NMDR). The government will evaluate quotes using a lowest price technically acceptable approach, assessing both technical capability and pricing. Critical dates include a mandatory site visit on June 18, 2025, at 8:00 AM, a deadline for questions on June 25, 2025, and proposal submissions due by July 10, 2025.
This opportunity is designated as a total small business set-aside under NAICS code 541330 for Engineering Services with a size standard of $47 million. No current contractors or incumbents are identified in the solicitation documents. The contract requires completion within 30 calendar days from the Notice to Proceed, which will be issued via email to the contractor's designated point of contact. All work must be performed at Portsmouth Naval Shipyard in Kittery, Maine. The solicitation includes comprehensive wage determination requirements under the Service Contract Act, with minimum wage rates ranging from $12.98 to $66.67 depending on job classification, and mandatory benefits including health and welfare contributions of $5.36 per hour. While specific contract values are not disclosed, the procurement falls under the engineering services category for marine engineering work.
