About this opportunity
The United States Marine Corps, through Marine Corps Installations East at MCAS Cherry Point, seeks procurement of professional band instruments for the 2d Marine Aircraft Wing Band, with quotations due July 22, 2026 at 4:00 PM. The procurement is 100% set-aside for Small Business concerns under NAICS 339992, and the contracting strategy is justified on brand-name sole-source grounds under FAR Part 13 simplified acquisition procedures.
Place of performance is MCAS Cherry Point, NC 28533, with delivery required within six months of award to the DLA Distribution Management Office at Cherry Point. The 15-line solicitation specifies exact manufacturer part numbers across woodwind instruments (Yamaha professional piccolo and flute, Buffet Crampon clarinet, Selmer Paris alto and tenor saxophones, Yamaha Bb trumpet), brass (Melton Meinl Weston professional Thor Series 5/4 orchestral tuba, part number MW5450-2-0GB silver-plated), and Pearl percussion equipment including marching snare and bass drums, cases, carriers, and stands. Amendment 0001, effective July 17, confirmed that the manufacturer part number MW5450-2-0GB (silver plating) takes precedence for the tuba specification and affirmed Pearl CXB2 as the intended bass drum carrier requirement.
The sole-source justification rests on inability to evaluate sound quality—an essential performance characteristic—through competitive specifications, existing muscle memory of musicians specific to designated brands, and current repair facility infrastructure (tools and spare parts) compatible only with specified manufacturers. Awards will be made using best value evaluation considering price, technical ability, and past performance. Pricing is firm fixed price, FOB destination. The contracting officer is Larry Davis (252-466-7765); questions were due July 13, 2026 at 4:00 PM and will be answered by amendment posting.
