This is a WOSB set-aside procured as full and open competition within that category.
Place of performance is Fort Sam Houston, TX. The requirement spans Fiscal Year 2027 and includes 35 cephalic heads with necks, 14 pairs of arms with hands, 5 lightly embalmed latex heads with colored vasculature, 50 pairs of temporal bones, and 26 whole body cadavers, with delivery scheduled between October 2026 and September 2027. Specimens support training in general surgery, otolaryngology, ophthalmology, oral and maxillofacial surgery, dermatology, and PA programs. The contractor must provide serology testing (HIV and Hepatitis B), transportation, and comply with Texas state law governing cadaver use, including Title 8 of the Texas Safety Code and 25TAC Part 4. The contractor must be certified by the American Association of Tissue Banks or equivalent and may not provide specimens from unclaimed remains.
Pricing is firm fixed-price with options for cremation fees, delivery and pick-up fees, transfer fees, and administrative costs. Award will be made using lowest-price technically acceptable evaluation, considering contractor experience, licensure, certifications and accreditations, and price. The NAICS code is 621991, Blood and Organ Banks; PSC is 6555, Human Tissue and Cadavers. Award is expected in early August 2026. Amendment 1 (issued July 24) extended the deadline from July 24 to July 31 and clarified that Brooke Army Medical Center is updating its Texas Facility Sterilization Commission registration while all other facility locations are currently active with TFSC.
