About this opportunity

The U.S. Embassy San Salvador, Department of State, issued Amendment 0001 to RFQ 19ES6027Q0003 for the purchase and delivery of ballistic combat helmets and tactical ballistic shields, extending the offer deadline to Thursday, November 12, 2026, at 10:30 AM CST. The solicitation has no set-aside. The amendment publishes answers to all received questions, and offerors must acknowledge the amendment or risk offer rejection. Offerors who already submitted may revise their offers or keep their originals by notifying the Contracting Officer in writing.

The requirement covers thirty NIJ Level IIIA helmets (24 medium, 6 large) and two NIJ Level III/III+ rifle-rated shields, one 21" x 36" and one 20" x 30". Brand-name-or-equal products are permitted, with Ops-Core FAST SF Next Generation helmets and Paraclete Trifecta X and Bellator III shields as named references. The Government intends to award a firm-fixed-price contract to the lowest-priced, acceptable, responsible quoter based on initial quotations without discussions, though discussions may occur if necessary. The prime contractor must have at least five years of NIJ-certified ballistic equipment supply experience, with OEM, distributor, and subcontractor experience excluded, and must furnish three references from similar contracts within five years. Items must be new, arrive as a single shipment within 90 days of award to the U.S. Dispatch Agent in Doral, Florida, and carry a manufacturer's warranty of at least two years for helmets. The contractor obtains export authorization, and the Government handles shipment to El Salvador. Quotations go electronically to PintoAM@state.gov with the SF-1449, Section I pricing, Section 5 representations and certifications, and proof of active SAM registration.
