About this file
This document is a Question and Answers (Q&A) addendum to RFQ 19ES6027Q0003 for INL Ballistic Helmet and Shield Supply. The solicitation permits "brand name or equal" products, specifically the Ops-Core FAST SF Next Generation Headborne System, provided equivalent helmets from NIJ-compliant manufacturers meet all specified technical and ballistic requirements. Key product specifications include NIJ 0106.01 Level IIIA ballistic protection, fragmentation protection per U.S. Army AR/PD 10-02 (V50 ≥ 2,200 ft/s), compression and impact resistance, environmental resistance, and functional compatibility with night vision goggles (NVG) and accessories. Equivalent materials such as all-aramid shells, integrated ARC rails or compatible systems, adjustable four-point retention systems with modular pad suspension, and modular bungee retention systems (MBS) may be accepted if technical documentation demonstrates compliance. For ballistic velocity testing, an NIJ 0106.01 Level IIIA certificate is required, or test reports at the specific velocity; reports must include projectile nomenclature, impact velocities, test conditions, and laboratory information. Manufacturer test data and certificates of conformance satisfy compression, blunt impact, and environmental resistance requirements (maximum transmitted acceleration of 150 G at 10 ft/s with no shell fracture or delamination); independent laboratory reports are not required but the Government may request additional verification.
The prime contractor must have at least five years of experience supplying NIJ-certified ballistic equipment; experience from OEMs, authorized distributors, or subcontractors does not satisfy this requirement. Three references from similar contracts within the past five years must belong to the prime contractor. Both shields require Level III protection. ISO 9001 or equivalent certification applies to the manufacturer, not the prime contractor. The designated delivery location is the U.S. Dispatch Agent in Doral, Florida, with the Government responsible for subsequent international shipment to El Salvador; acceptance and final inspection occur upon arrival in El Salvador. The contractor is responsible for obtaining export authorization even when delivery occurs within the United States. All offered products must comply with required certifications, standards, and applicable U.S. procurement and export regulations. A letter from the manufacturer authorizing the prime contractor, accompanied by product and lot documentation, satisfies OEM authenticity and traceability requirements.

RFQ 19ES6027Q0003 – Q&A
INL BALLISTIC HELMET AND SHIELD SUPPLY
1. Section I.1.1 lists the helmet as "Brand name: Ops-Core FAST SF Next Generation Headborne System," while the cover page and Block 20 work statement say, "Ops-Core FAST SF or equal." Please confirm that "or equal" helmets from other NIJ-compliant manufacturers will be considered technically acceptable.
A/ Helmets from other NIJ compliant manufacturers will be considered as long as they meet all other requirements such as: NIJ 0106.01 Level IIIA ballistic protection, fragmentation protection, compression and impact resistance, environmental resistance, and functional compatibility with NVG and other required accessories.
2. If equal products are allowed, which characteristics in Section I.1.1 are salient (minimum) requirements, and which describe the brand-name product? Please clarify the following:
a. Weight ("approx. 557 g / 1.23 lb, size L, excluding accessories"): Does this refer to the bare shell? Will a helmet of comparable or slightly higher weight be acceptable if it meets all ballistic requirements?
A/ Yes, a slightly higher weight can be acceptable as long as it meets the ballistic requirement. Offerors must declare the helmet weight by size and indicate whether the value includes accessories. Weight will be evaluated together with compliance with the ballistic protection requirements and the specified functional characteristics.
b. Shell thickness ("0.170 in or equivalent") and shell material ("aramid/UHMWPE hybrid or equivalent"): Will an all-aramid shell meeting the NIJ and fragmentation requirements be acceptable?
A/ Yes, Aramid shells or other equivalent materials may be considered if the technical documentation demonstrates compliance with the protection, compatibility and performance requirements of the solicitation.
c. Accessory rails: Will a helmet with Picatinny-style side rails, or ARC-compatible rail adapters, satisfy the "integrated ARC rails (Ops-Core or compatible standard)" requirement?
A/ Integrated ARC rails are required; equivalent systems could be analyzed to meet this requirement. Picatinny-style rails or systems that require adapters may be evaluated if the offeror identifies the included components and demonstrates that the complete configuration allows secure and functional mounting, compatibility with NVG and other accessories, without compromising protection, fit, or the use of the other required accessories.
d. Retention and liner ("Head-Loc Flex or equivalent," "Lockdown Comfort Liner or equivalent"): Will an adjustable four-point retention system with a modular pad system satisfy this requirement?
A/ Head Loc Flex is required; but equivalent adjustable four-point retention systems with modular pad suspension may be considered, if they offer a secure fit and stability in operational use and are compatible with other accessories.
The offeror must document their system.
e. Cable management channels, bungee NVG stabilization (MBS or equivalent), and external hook-and-loop panels: Is this mandatory for an equal product, or can they be met with compatible add-on accessories?
A/ Modular bungee retention system (MBS) for NVG stabilization is the requirement; all equivalent systems could be analyzed to meet this requirement.
The offeror must identify the components and demonstrate their compatibility with the rails, the NVG mount, and the other required accessories.
3. Fragmentation: Will test data under MIL-STD-662F and STANAG 2920 be accepted as "equivalent" to U.S. Army AR/PD 10-02?
A/ The required standard is U.S. Army AR/PD 10-02; V50 equal to or greater than 2,200 ft/s against the 17-grain fragment simulating projectile (MIL-DTL- 46593B) at 0° obliquity, under ambient, 160 °F, −60 °F, and post-seawater-immersion conditions. Test reports under MIL-STD-662F or STANAG 2920 will be accepted if they demonstrate this minimum using the same fragment simulator. The report must state the V50 obtained, the issuing laboratory, the product tested, the impact velocities, and the test conditions. A report that does not demonstrate this level will not be considered equivalent.
4. Ballistic velocity: The specification cites NIJ 0106.01 with a 9mm FMJ threat at 1,440 ft/s. Will an NIJ 0106.01 Level IIIA certificate be sufficient, or must offerors provide test reports at that specific velocity?
A/ The NIJ 0106.01 Level IIIA certificate is required, test reports at that specific level will be also accepted, the report must correspond to the offered model and configuration and include, at a minimum: the projectile with its exact nomenclature, the impact velocity of each shot (measured and strike), the result of each shot, date and environmental conditions, yaw and obliquity angles, shot locations, the laboratory that performed the test, and the model and serial number of the helmet tested.
5. Compression, blunt impact, and environmental requirements: Will manufacturer test data or certificates of conformance satisfy these requirements at quotation, or are independent laboratory reports required?
A/ Manufacturer test data and/or certificates will satisfy this requirement.
Offerors must submit technical documentation demonstrating compliance with the compression, blunt impact, and environmental resistance requirements of the SOW, indicating test method, conditions, acceptance criteria, and results, and corresponding to the offered model. For blunt impact, the requirement is a maximum transmitted acceleration of 150 G at 10 ft/s, with no shell fracture or delamination. Independent laboratory report is not a requirement, but the Government may request additional verification in accordance with applicable procedures.
6. Section 4 requires at least five years of experience supplying NIJ-certified ballistic equipment. Would the Government accept the demonstrated experience of an established OEM or authorized distributor working directly with the prime contractor, even if the prime contractor itself has operated for less than five years?
A/ The vendor (prime contractor) must have the required experience.
7. The solicitation requires three references from similar contracts within the past five years. May these references include contracts successfully performed by the proposed OEM, authorized distributor, or subcontractor, or must they belong exclusively to the prime contractor?
A/ The vendor (prime contractor) must have the required experience
8. Would the Government consider the relevant professional experience of the company's principal personnel when evaluating the five-year experience requirement?
A/ The vendor (prime contractor) must have the required experience
9. The solicitation permits "brand name or equal" products. Would equivalent ballistic helmets and shields manufactured by other qualified OEMs be acceptable, provided they meet or exceed all stated technical and ballistic performance requirements?
A/ Yes, if they meet all technical and ballistic requirements
10. The pricing schedule describes the Bellator shield as Level II, whereas the detailed technical specifications require Level III protection. Could you confirm that Level III is the intended requirement?
A/ For both Shields level III is required
11. For equivalent products, would independent laboratory ballistic test reports demonstrating compliance with the applicable NIJ standards be acceptable, or is a specific NIJ certification or listing required?
A/ Manufacturer test data and/or certificates will satisfy this requirement
12. The solicitation requires OEM authenticity and traceability documentation. Would a letter of authorization from the manufacturer, accompanied by the applicable product and lot documentation, satisfy this requirement?
A/ Yes, a letter from the manufacturer authorizing prime contractor will be accepted.
13. Regarding ISO 9001 or equivalent certification, would certification held by the manufacturer satisfy the requirement, or must the prime contractor also maintain its own certification?
A/ This requirement applies to the manufacturer.
14. Since the designated delivery location is the U.S. Dispatch Agent in Doral, Florida, will the Government or its designated logistics provider be responsible for the subsequent international shipment to El Salvador?
A/ Yes, Government will be responsible for the shipment of the items to El Salvador. Please keep in mind that acceptance and final inspection will be made once items are in El Salvador.
15. If the equipment requires export authorization, would the contractor be responsible for obtaining such authorization even when delivery and transfer of possession occur within the United States? ….
A/ Yes.
16. Would the Government accept equipment sourced from qualified foreign manufacturers, provided the products comply with the specified technical standards, country-of-origin restrictions, and applicable U.S.
procurement and export regulations?
A/ All offered products must comply with the required certifications and standards.
17. The solicitation requires “at least five years of experience supplying NIJ-certified ballistic equipment.”
Will the Government accept experience supplying ballistic equipment independently tested by accredited laboratories to the applicable NIJ standards, where the products were not formally NIJ-certified/listed?
A/ No, NIJ certification is required.
