General Information
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are
being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a Request For Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisiton Circular
2019-03 , Defense Federal Regulation Public Notice 20190531 , and Air Force Federal Acquisition Circular 2018-0525.
4. Due to the overseas location of this requirement, no set-aside will be used in accordance with FAR 19.000(b).
The North American Industry Size Classification System (NAICS) code associated with this requirement is 233320.
Requirement Information
Description:
The 48th SFS has a requirement for three (3) ballistic guard buildings to be delivered within 60 days. See attachment 2 - Salient Characteristics
Notice to Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are
available. The government reserves the right to cancel this solicitation, either before or after the closing date. In the event the
Government cancels this solicitation, the Government has no obligation to reimburse a vendor for any costs.
Place of Delivery/Performance/Acceptance/FOB Point:
F.O.B. Destination; RAF Lakenheath, United Kingdom, IP27 9PN (the exact customer address will be provided in the resulting
contract).

Instructions to Offerors
FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the
following addendum is provided for this solicitation and hereby amends any language therein:
1. All price quotations must be submitted on the "Quote Sheet" attachment, and it must be filled-in entirely.
2. To be considered for award, your company must be registered in System for Award Management (SAM), and if awarded the
contract, must subsequently enroll in Wide Area Workflow (WAWF) for the purpose of invoice and payment.
3. Any questions must be received by 48th Contracting Squadron no later than 14:00 BST 31 July 2019.

Evaluation Criteria
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following
addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government will award a contract resulting from this solicitation to the responsible contractor, whose quote conforming to
this solicitation, will be most advantageous to the Government. The following factors shall be used to evaluate offers:
PRICE - The price will be evaluated on a comparative basis amongst all the quotations received. The lowest price will be selected for
award. Any offer submitted in a currency other than USD will be converted to USD utilizing the exchange rate located at https://
comptroller.defense.gov/Financial-Management/Reports/fcfr/.
c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for
acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote's specified
expiration time, the Government may accept a quote (or part of a quote), whether or not there are interchanges after its receipt, unless
a written notice of withdrawal is received before award.
