About this opportunity

The Department of the Army Materiel Command Army Contracting Command issued a Special Notice for a sole source procurement of Yamaha marine engines for the Royal Bahamas Defense Force (RBDF). The notice pertains to a requirement under the Caribbean Basin Security Initiative (CBSI) Technical Assistance Field Team (TAFT) to replace engines for an RBDF vessel currently non-operational due to engine failure. Central Florida Yamaha is the sole authorized dealer for these government sales, and the procurement is specifically for Yamaha engines. The RBDF requires these specific engines because they already have established infrastructure and personnel trained on Yamaha systems. The vessel's restoration is critical for maritime law enforcement operations, including combating drug trafficking, immigration enforcement, customs monitoring, and maritime search and rescue.

The Special Notice is a total small business set-aside with a specific focus on acquiring two 300hp, 4-stroke outboard engines and associated components through a sole-source procurement method under Federal Acquisition Regulation 13.106-1(b)(1). The procurement supports the CBSI's mission of providing technical assistance to Eastern Caribbean Partner Nations in maintaining maritime security vessels. Contractors should note the procurement is not a competitive Request for Quote, but a direct purchase from the authorized Yamaha dealer. The period of performance is estimated at 6-8 weeks after contract award, with the primary objective of returning the RBDF vessel to operational status. Eligibility is limited to small businesses, and the procurement falls under NAICS category 333618 (Other Engine Equipment Manufacturing) and PSC category 2895 (Miscellaneous Engines and Components). The notice was posted and is due on April 23, 2025, emphasizing the urgent need to restore the vessel's operational capabilities.

Notice text

*This is a SPECIAL NOTIFICATION that this a SOLE SOURCE requirement.  This is not a Request for Quote.*

The Technical Assistance Field Team (TAFT), part of the Caribbean Basin Security Initiative (CBSI), provides technical and maintenance oversight to the Caribbean Area of Operation (AOR). The Royal Bahamas Defense Force (RBDF) is currently in need of replacement engines for one of their vessels. This vessel is currently not operational due to failed engines. The engines must be Yamaha because the RBDF currently has infrastructure and personnel in place to support Yamaha engines and they currently utilize Yamahas engines on other vessels.

Central Florida Yamaha is the authorized dealer for government sales of Yamaha engines. The RBDF conducts extensive maritime operations enforcing maritime laws, with special emphasis on illicit drug trafficking. Other law enforcement duties include enforcement of immigration, customs, fisheries, and wildlife protection laws and on-scene coordination for maritime search and rescue. The new engines will enable the RBDF to restore this vessel to operational status, significantly increasing their operational capabilities.
