About this opportunity

The Department of the Air Force Air Education and Training Command is seeking a professional child care source to provide backup child care services for eligible Air Force members through a Pilot Program. The program will initially cover two locations: Joint Base Elmendorf-Richardson (JBER) and Mountain Home Air Force Base, offering up to 10 days of care per child when regular child care arrangements are unavailable due to illness. Potential contractors must possess a minimum of five years of child care industry experience, provide state-licensed care, complete background checks, and maintain First Aid and CPR certifications. Interested sources are required to submit questions and comments to tekoah.campbell@us.af.mil and fay.cameron@us.af.mil by 4:00 pm CST on January 23, 2025, with answers to be posted on January 31, 2025. The anticipated solicitation is expected to be issued around late March 2024, and this Sources Sought notice is strictly for market research purposes.

The contract opportunity does not have a specific set-aside designation and is open to qualified child care providers nationwide. The pilot program is designed to serve approximately 1,400 children across the two locations, with an estimated capacity of up to 20 children per location and care provided for 10 hours per day. Providers must offer a streamlined digital platform for families to reserve and secure care arrangements and will be required to submit monthly data reports tracking usage and eligibility. The program is funded by the Office of the Secretary of Defense Military & Community Family Programs for one year and aims to support mission readiness by providing immediate child care solutions when regular arrangements are disrupted. Care will be available for children ages 2 weeks to 12 years, with direct payments processed through the Family Child Care System (FCCS).
