This is a Service-Disabled Veteran-Owned Small Business set-aside, limiting competition to SDVOSB firms.

Place of performance is Minneapolis, Minnesota. The contract is an IDIQ agreement running from August 1, 2026 through July 31, 2031, with four option years. The maximum cost limitation is $200,000 with a guaranteed minimum value of $11,700. The contractor must inspect, test, and repair approximately 120 backflow preventer/Reduced Pressure Zone (RPZ) devices annually in accordance with ASSE Standard 5110, with testing conducted between September 1 and October 31. Work hours are 6:00 AM to 5:00 PM Monday through Friday; Surgery/OR devices require testing on Wednesdays between 4:00 AM and 8:00 AM. Two technicians are required for two RPZ devices located in outside pits. Contractor technicians must hold ASSE Standard 5110 certification and confined space training credentials; at least one technician must be OSHA 30 certified. All employees must obtain security badging with background checks and fingerprinting within five business days of award. Deliverables include completed inspection forms, inspection tags on each valve, updated Excel spreadsheets with test results, and filed reports with the City of Minneapolis.
