About this opportunity
The Department of the Interior National Park Service Midwest Region seeks replacement of three backflow preventers at Gateway Arch National Park in St. Louis, Missouri, with quotes due August 19, 2026, at 5:00 PM CDT. This is a Total Small Business set-aside; quoters must be registered in SAM as small businesses under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a $19 million size standard.
Place of performance is Gateway Arch National Park, 11 North 4th Street, St. Louis, Missouri 63102. Work must be completed within 15 calendar days from contract start, inclusive of 5 weather days. The three backflow units to be replaced are: one Watts 6-inch Model 957RP at Sullivan Drinking Fountain, one Watts 6-inch Model 957 at North Pond irrigation and fill systems, and one Watts 4-inch Model 957 at Gateway drinking fountains.
The work requires confined space entry and compliance with OSHA and NFPA standards. All operations must occur during normal business hours (6:30 AM to 3:00 PM, Monday through Friday); work outside these hours requires 48 hours advance notice. Site access requires vehicle and driver background clearance through the Parks Law Enforcement Dispatch Center. The contractor must provide passing backflow inspection documentation, photo documentation in JPEG format within 7 days, and a one-year workmanship warranty following acceptance.
This is a firm fixed-price commercial contract under FAR Part 12. A mandatory site visit is scheduled for August 12, 2026, at 9:00 AM CT. Questions must be submitted via email to james_bissaillon@ios.doi.gov by August 13. Evaluation will proceed through groups of three quotes, starting with the lowest priced, until an offeror demonstrating acceptable technical capability, management, experience, and past performance with fair and reasonable pricing is identified. The Technical Questionnaire requires description of project approach, accident and safety plan, and past performance on two to three similar projects completed within the past three years.

The purpose of this amendment (0001) is to provide the site-visit roster, and the answer to the one question asked thus far.
Q1. How will the awardee gain access to the park?
A1. Once the contract is awarded, the contractor will receive an email with an access request form. We will need the vehicle and drivers' information, or Law Enforcement Dispatch Center will run the vehicle and driver. Once cleared, the contractor will get a sticker that will allow them to enter the park.

Quotes are due by 5:00 PM CDT on August 19, 2026, unless changed by solicitation amendment.
