About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center intends to issue a sole source contract for the procurement of BA-30 Parachute Systems and associated support equipment. The 76th Aircraft Maintenance Group (AMXG) requires this specialized parachute system, which is the U.S. Air Force's designated replacement for BA-22 parachutes and is the only system qualified for C-17 and C-130 aircraft platforms. The procurement is being conducted under simplified procedures for commercial items with a Firm Fixed Price contract type and an estimated 60-day performance period. The Contracting Officer will utilize price analysis techniques per FAR 15.404-1 to ensure fair and reasonable pricing, with evaluation based on the sole source justification that Butler Parachute Systems is the exclusive producer of this equipment with no commercially available alternatives meeting the technical and safety requirements. The pre-solicitation notice was posted on April 15, 2026, with a deadline of April 22, 2026, for interested parties to submit proposals through SAM.gov, with no telephone requests permitted.

This procurement carries no set-aside designation and is being awarded as a sole source contract to Butler Parachute Systems, Inc. (CAGE Code OD4Z), the original equipment manufacturer and small business concern. The specific items required include 28 BA-30 Parachute Systems (Part Number 11090), one Loft Kit (Part Number 801161), one Consumables Kit (Part Number 801160), one Rigging Kit (Part Number 801156), and one CYPRESS Rigging Kit (Part Number AADCRPK). While no specific award value is disclosed in the pre-solicitation notice, the estimated period of performance is 60 days from award. Interested contractors must register in SAM.gov and have a valid CAGE code; the NAICS code applicable to this requirement is 314999 (All Other Miscellaneous Textile Product Mills) with a size standard of 550 employees. For additional information, potential respondents should contact Karsyn Smith, the assigned Contract Specialist.
