About this opportunity
Air Education and Training Command is conducting market research and intends to solicit a total small-business set-aside for renovation of the Unaccompanied Officer's Quarters Commons (Building 972) at Columbus Air Force Base, Mississippi, with a sources-sought response deadline of July 13, 2026. The procurement is designated NAICS 236220 with a $45 million size standard; estimated project magnitude ranges from $500,000 to $1,000,000.
Work encompasses comprehensive interior renovation including partition wall demolition and reconstruction, new doors and hardware, LVT plank and porcelain tile flooring, acoustic tile and drywall ceilings, occupancy-sensor lighting, HVAC modifications with new air handling unit and chilled water cooling and heating, electrical and communications extensions, plumbing including six drinking fountains and washer connections, custom cabinetry and countertops, fire alarm system relocation and extension, and a lean-to patio extension. The contract is design-build with a 365-calendar-day performance period following Notice to Proceed.
The contractor must provide all labor, materials, equipment, and transportation. Design deliverables include sealed drawings at 35%, 65%, 95%, and 100% completion; photometric and psychrometric/load analyses; as-built drawings; operation and maintenance manuals; equipment warranties; and a Quality Control Plan. Submittals are sequenced at 30 days for 35% design, then 21 days after each successive approval through 100% design, with material submittals due within 21 days of final design approval. A Quality Control Manager must be on-site daily during normal working hours (Monday–Friday, 7:30 AM to 4:15 PM, excluding federal holidays); weekend or holiday work requires 72-hour advance written approval.
Interested parties must submit the sources-sought questionnaire to Daniel Stilts (daniel.stilts.1@us.af.mil) and Willie Common (willie.common.1@us.af.mil), providing business name, CAGE code, contact information, size classification, relevant socio-economic categories, past five years of similar project experience, current bonding capacity, in-house versus subcontractor work percentages, and willingness to team with other small businesses.
