About this opportunity
The Department of Veterans Affairs (VA) Network Contracting Office 20 is conducting market research to identify potential contractors for facility water quality testing services across the Western States Network Consortium (WSNC), which includes Veterans Integrated Service Networks (VISN) 17, 19, 20, 21, and 22. The procurement covers water testing for VA medical facilities and clinics in states including Texas, California, Oregon, Washington, Colorado, and others, extending to Hawaii, the Philippines, and Guam. Interested contractors must submit a comprehensive capabilities statement by April 17, 2025, at 3:00 PM PST, detailing their business information, service capabilities, and geographic coverage. Key qualifications include providing a list of available tests, offering a web-based data management platform with management dashboards, demonstrating CDC Environmental Legionella Isolation Techniques Evaluation (ELITE) Program certification, and holding environmental microbiology accreditation from a nationally recognized body. Evaluation will focus on the vendor's ability to meet the detailed requirements outlined in the Statement of Work.
This is a sources-sought notice with no specific set-aside, though the VA is interested in identifying qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB). The contract is anticipated to be an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with a potential five-year duration, including annual reviews. While no specific award value is mentioned, the scope involves comprehensive water testing services, including quarterly testing of approximately 20 samples per building with overnight stays, testing of chillers and cooling towers, and options for dental service and medical device water processing testing. The testing will cover multiple water parameters including legionella, pH, conductivity, bacteria, water temperature, and endotoxin. Contractors will be required to provide sample collection materials, chain of custody documentation, laboratory testing, and reporting, with flexibility for either VA staff or contractor personnel to collect samples.
