About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is seeking a Firm Fixed Price service contract to conduct a comprehensive Asbestos Containing Materials (ACM) survey at the Manchester VA Medical Center in New Hampshire. The project requires a thorough campus-wide inspection of eight buildings totaling approximately 309,749 square feet, including the Main Medical Center and Nursing Home Care Unit. The survey will identify and document asbestos-containing materials using EPA AHERA and OSHA standards, with a focus on accessible and inaccessible areas such as behind access hatches, drop-ceilings, and crawlspaces. Interested firms must submit qualifications by 11:00 AM on April 22, 2025, to the Contract Specialist Sary Nhet, providing a statement of intent, UEI Number, firm contact information, and evidence of similar medical facility project experience. Evaluation criteria will likely include the firm's demonstrated expertise in asbestos surveying, certification status, and past performance in similar medical facility environments.

The contract is specifically set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 541620 with a $19 million size standard. The performance period is 120 calendar days from the Notice to Proceed, and firms must be verified in VetCert and SBA DSBS under the specified NAICS code. While no specific award value is explicitly stated, the comprehensive nature of the survey across multiple buildings suggests a significant contract scope. Qualified personnel must meet and be certified by the State of New Hampshire, and the project will result in detailed CAD drawings, room-by-room ACM inventories, laboratory testing results, and an Operations & Maintenance Plan for the facility. Firms must have a valid registration in the System for Award Management (SAM) and be prepared to provide comprehensive documentation of their capabilities and previous similar work.

The survey shall include accessible areas of all site buildings (including but not limited to behind/through access hatches, inside accessible drop-ceiling spaces and crawlspaces, etc.) and, if present, suspect materials on the exterior of buildings.
