3.0 SCOPE AND PROJECT TASKING
Specific tasks to be performed during the survey shall include, but are not limited to, the following:
The Contractor shall perform a complete Baseline Asbestos Hazard Emergency Response Act Survey. To accomplish this, the Contractor’s accredited Building Inspector(s) shall conduct an assessment of friable and non-friable ACM in every accessible building space included in the survey, and identify types, locations, quantities and conditions of ACM and locations and quantities of presumed ACM present using the AHERA protocol. The survey shall include accessible areas of all site buildings (including but not limited to behind/through access hatches, inside accessible drop-ceiling spaces and crawlspaces, etc.) and, if present, suspect materials on the exterior of buildings. Inaccessible suspect materials (e.g., behind walls or pipe chases) shall be noted in the database as presumed ACM, and Contractor will capture and provide all available information (e.g. location/quantity estimates based on visible conditions above walls, etc.) regarding presumed ACM, to ensure maximum understanding of existing conditions to future projects.
The Contractor’s accredited Building Inspector(s) shall collect bulk samples of suspect materials for confirmatory laboratory analysis (samples will be collected and analyzed in accordance with the recommended EPA bulk sample protocol). No roofs are to be sampled.

4.0 PERFORMANCE REQUIREMENTS
This project’s Period of Performance (PoP) shall be 120 calendar days from Notice to Proceed (NtP) to final acceptance by the Contracting Officer (CO) of the Contractor’s Final Inspection Report.
For the purposes of scheduling and fee proposals, Contractor will assume 15% of total proposed labor-hours will be after-hour labor-hours (night and/or weekend), to accommodate added complexities of coordinating surveys in patient-care areas.
The Contractor’s accredited Building Inspector shall conduct a Physical Assessment that groups all friable and non-friable ACM and suspected ACM in each functional space into the following three AHERA homogeneous material categories: Thermal System Insulation (TSI), Surfacing Materials (SM), and Miscellaneous Materials (MM). They shall also be grouped by type (e.g., for TSI – “Magnesium silicate,” “Aircell,” “cork,” etc.), color, size, etc. and then sampled in a representative manner in accordance with the appropriate AHERA protocol as necessary when confirmatory testing is needed.
The Contractor shall collect all samples of suspected ACM in accordance with EPA and OSHA regulations preventing airborne fiber exposure to all occupants. Samples taken in occupied office spaces shall be taken in locations that minimize visual impact of the resulting sample location. The Contractor shall notify the COR prior to sampling, especially in occupied areas. The Contractor shall restore visible sample locations to a condition as close to original as possible. The Contractor shall encapsulate all locations to prevent any subsequent release of asbestos fibers after sample collection. The Contractor shall note sample locations on CAD submission and include corresponding photographs of all surveyed materials.
Quantities of ACM and presumed-ACM shall be measured wherever possible to minimize the use of estimated material quantities in the final report.
All inaccessible areas (those requiring destructive methods to access, such as above plaster ceilings or behind plaster walls or pipe chases) shall be noted in the final report and on the CAD submission. The Contractor is not allowed to cut through solid building structures that do not have access openings to reach suspect ACM for visualization and/or sampling. In these cases, Contractor shall provide, as precisely as possible, estimated quantities and locations of presumed ACM.
Except where it is documented that areas are free of ACM, such as in new construction or areas that have been totally renovated, all accessible building interiors and exteriors shall be visually inspected to identify all friable and non-friable ACM, suspect ACM, and presumed ACM. The COR will provide historical abatement records; Contractor to incorporate this data into final deliverable such that it provides a comprehensive report for all ACM and non-ACM.
The Contractor’s inspectors shall use unique material location identifiers (using information such as building number, room number, room surface, sample ID number, and material description) to describe ACM, presumed ACM, and confirmed non-ACM locations in the facility.
All bulk sample analysis shall be conducted by laboratories who are accredited under the AIHA National Voluntary Laboratory Accreditation Program (NVLAP).
The bulk samples resulting from the survey shall be managed or disposed of by the contractor in accordance with established federal and state rules and regulations.
The Contractor shall comply with the public laws and statues including all changes and amendments of federal, state, and local environmental statutes and regulations in effect of date of issuance of this contract, including (but not limited to) the applicable portions of the documents cited in the basic contract and below.
· 29 CFR 1926.1101 Asbestos Regulations for the Construction Industry
· 29 CFR 1910.134 Respiratory Protection Standard
· 29 CFR 1910.1001 Occupational Exposure to Asbestos, Tremolite Anthophyllite and Actinolite
