About this opportunity

The Department of Veterans Affairs Veterans Health Administration is seeking a contractor to perform a comprehensive facility scanning and modeling project at the Manchester VA Medical Center in New Hampshire. The project requires a 3-D LiDAR scan of seven buildings totaling approximately 307,754 square feet, with the primary objective of creating detailed Building Information Modeling (BIM) Revit (.rvt) files that accurately represent the existing facility infrastructure. Contractors must be registered in the System for Award Management (SAM) database and meet specific technical requirements, including providing un-processed scan data, individual building models, a facility-wide model, and a virtual tour with 360-degree panoramas. The scope of work mandates compliance with VA BIM Standard Manual V2.2 and includes delivering a content library of building elements and conducting a two-hour training session on the completed facility model. The performance period is set at 120 calendar days from the Notice to Proceed, with a deadline for initial responses of April 18, 2025.

The pre-solicitation notice is specifically set aside for small businesses, including 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Indian Small Business Economic Enterprises. The contract falls under NAICS code 541370 (Surveying and Mapping) with a size standard of $19 million, indicating potential opportunities for smaller and specialized firms. While no specific award value is mentioned, the project involves scanning and modeling eight distinct buildings, including the Main Medical Center, Nursing Home Care Unit, and several ancillary structures. Interested parties are directed to contact the Contracting Officer, Jeffrey Fleming, via email for additional information. Contractors will be required to work flexibly, potentially during off-hours, to minimize disruption to the facility's ongoing healthcare operations.
