The Montana Air National Guard intends to issue an Invitation for Bid to award a single firm fixed-price contract for non-personal services, to provide all plant, labor, transportation, materials, tools, equipment, and supervision necessary to complete project: JKSE 182404, Repair Fire Pumps, Bldg 321 in Great Falls, MT (Cascade County). Project will include replacement of the roof, HVAC system, fire pumps, piping control system, lighting, paint interior and exterior items, maintain building generator, and provide site-work and pavements.

The contract duration is 120 days following notice to proceed. The project is 100% set aside for small business concerns under NAICS 237110, with a size standard of $39.5 million. The estimated magnitude per FAR 36.204 is between $500,000 and $1,000,000. Your attention is called to FAR clause 52.219-14(e)(3) (Deviation 2019-00003) which states “General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded”.

The tentative date for issuing the solicitation is on-or-about 30 October 2020. The tentative date for the pre-bid conference and site visit is on-or-about 5 November 2020, time/location to be announced in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirementsshown in the solicitation. The bid opening is tentatively scheduled to be the week of November 30th with an exact date, time and location to be included in the solicitation. Note: all final dates/times/locations will be published in the solicitation.
