B2 AND B66 SOLAR WATER HEATING PROJECT AT NSA SOUDA BAY, CRETE, GREECE
Update #2 ·
Previous pre-sol notice indicated Classification Code "Y". It should be "Z".
This solicitation was issued on 30 May 2012 with proposals due at 11:00AM CET on 29 Jun 2012. A site visit will be held on 13 Jun 2012. Please see RFP for information
Update #1 ·
1. The time and date for response is only an estimate.
2. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for a proposed construction contract action at NSA Souda Bay, Crete, Greece.
3. This project will construct two (2) independent solar water heating systems for two (2) facilities at NSA Souda Bay. These facilities have high water resources consumption profiles; Bldg. 2 (Base Galley) and Bldg. 66 (Gym). The systems consist of multiple solar panel arrays installed on the roofs of each facility with interconnections to existing hot water heating units within the facilities.
Before installation, the contractor will be required to manually gauge the underground storage tanks which supply boilers with fuel oil using EPA's "Manual Tank Gauging For Small Underground Storage Tanks" method. Tanks will be gauged monthly during the heating season. Manual Tank Gauging Record will be maintained by the Utilities and Energy Manager. A fuel usage baseline will be developed from this data. After installation, and for two consecutive heating seasons, the contractor will be required to measure in accordance with EPA's "Manual Tank Gauging For Small Underground Storage Tanks" method. After installation fuel usage will be compared to before installation usage, providing actual fuel savings.
4.
Estimated cost is between $250,000 and $500,000 US Dollars.
5. There will be a pre-proposal site visit approximately 2 weeks after the solicitation posting.
6. This solicitation utilizes source selection procedures which requires offerors to submit a technical proposal, past performance and experience information and a price proposal for evaluation by the Government.
