About this opportunity

The Department of the Air Force Space Command intends to modify an existing Task Order under the Front Range Multiple Award Construction Contract (FRMACC) IDIQ to add roof replacement, lighting replacement, and interior finishes repair work to Building 1142 HVAC work already underway.

The justification rests on efficiency and economy. The current contractor is already mobilized on site with equipment and labor scheduled for HVAC replacement under Task Order FA251725F0154 (contract FA251720D0004). Extending the scope to the contractor avoids additional mobilization and demobilization costs that would arise if the roof and lighting work were competed and awarded separately. The contractor is familiar with the facility, controls the HVAC construction schedule, and can execute the added scope at lower cost and shorter duration than other FRMACC contractors. Consolidating the overlapping scopes—including rooftop unit placement, roof-mounted utilities affected by roof replacement, and lighting and HVAC rework with ceiling replacement—eliminates warranty conflicts between contracts, ensures proper sequencing to avoid duplication of effort and costs, and reduces mission disruption by completing integrated work in a single engagement rather than extended multiple efforts. The roof conditions are in severe need of repair. The original Task Order is Firm Fixed Price. Place of performance is Building 1142 under project TDKA 10-1128.

Notice text

This document approves the award of a modification to a Firm Fixed Price (FFP) Task Order (TO) Under contract FA251720D0004 under the Front Range Multiple Award Construction Contract (FRMACC) Indefinite Delivery Indefinite Quantity (IDIQ). The current TO FA251725F0154 is to provide HVAC work at Building 1142 (Project TDKA 10-1128).  The intended action is to modify the current TO and include roof and lighting work for B1142.

The justification is to award a modification to aforementioned on-going TO as it is in the interest of efficiency and economy. It is economically sound due to heavy equipment rentals/laborers/etc. that are already scheduled to be on site, alleviating additional mobilization and demobilization costs for a potentially different contractor if competed and awarded other than sole-source.  This new requirement for roof replacement, lighting replacement, and interior finishes repair directly overlaps with ongoing work in the facility being performed by the current contractor. The Contractor is familiar with the facility, is in direct control of the construction schedule of HVAC replacement scope already awarded, and can execute the additional scope identified at a lower cost and shorter timeframe than other FRMACC contractors due to the efficiency of de-conflicting overlapping scopes. Positive impacts include assurance of proper sequencing of integrated work to avoid duplication of efforts and costs, elimination of warranty conflicts between contracts, and reduction of mission impact to execute consolidated scope in tandem in lieu of extended, multiple efforts displacing the mission owner on multiple occasions. Examples of overlapping scope with potential for duplicated costs and time include rooftop unit and associated curb placement/detailing on roof, roof-mounted utilities impacted by roof replacement, lighting and interior HVAC rework in tandem with ceiling replacement. Additionally, the roof conditions of this facility are in severe need of repair to mitigate ongoing mission impact in the facility, and are essential to be executed with urgency and without delay related to current awarded HVAC replacement work.

This modification was executed by the 21st Contracting Squadron, located at 135 Dover St, Bldg 350, Suite 2225, Peterson Space Force Base, CO 80914.

Olgoonik Enterprises, LLC (CAGE: 819A4) received the awarded modification for new work in the amount of $1,355,810.00.

The modification was executed on 09/25/2026.
