About this opportunity
The Department of the Army Corps of Engineers Engineering District Fort Worth intends to solicit replacement of fire protection and mass notification systems, fire sprinkler and foam systems for a historic hangar at Biggs Army Airfield, Fort Bliss, Texas, with solicitation anticipated in August/September 2026. The procurement is set aside for Total Small Business (NAICS 236220, $45 million size standard).
The project involves a 150,000 square-foot hangar originally constructed as a B-36 Bomber maintenance facility during the Cold War, standing 65 feet 10 inches tall and currently used for military aircraft service and maintenance. Work includes potential modifications to means of egress components to achieve NFPA 101 Life Safety Code and UFC 1-201-02 compliance. The estimated project duration is 730 calendar days with a target price range of $23.4 million to $28.6 million.
The solicitation will employ firm-fixed-price, design-build delivery with source selection using the Highest Technically Rated with Fair and Reasonable Price process. Contractors must achieve Level 1 CMMC certification at award and maintain current certification throughout performance. Prior government contract experience is not required. All work must comply with USACE Safety and Health Requirements Manual EM 385-1-1 and applicable federal, state, and local regulations.
This Pre-Solicitation Notice accompanies a concurrent Sources Sought notice due August 10, 2026 (responses limited to five pages, submitted to emmanuel.d.hardrick@usace.army.mil).
