About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is soliciting a sole-source upgrade of the B-1 Low Observable Antenna (LOA) Range Array Test Set (RATS) radiofrequency test measurement equipment at Tinker Air Force Base. The procurement includes a new MI-3001 workstation with Windows 11, an RF receiver (ELE-VFA-S11), transmit source (ELE-SRC-DS-0.01-20), four mixers (ELE-MIX-1-26.5), replacement multiplexers, RF cabling, adapter cables, and modifications to RF plates, along with comprehensive program management, engineering services, factory integration and testing, on-site installation, operator training, and one-week on-site support from Northrop Grumman. Key personnel requirements mandate a minimum of one electrical or RF engineer with ten years of experience and one technician with five years of RF equipment experience. The contract will be evaluated based on technical merit and price reasonableness, with technical quote evaluation and price assessment as primary award factors. The solicitation deadline is March 31, 2026, with an offer due date of 1:00 PM Central Time, and Amendment 1 was posted on March 30, 2026, to update the CLIN structure and extend the closing date.

This is a sole-source procurement awarded exclusively to NSI-MI Technologies, Inc. (now Ametek NSI-MI), the original equipment manufacturer that retains proprietary software and technical knowledge for the MI-3000 and MI-710-C software systems required for this upgrade. The equipment was originally installed by Westinghouse and Scientific Atlanta in 1990 and was last upgraded in 2016 by NSI-MI and Northrop Grumman. Delivery is required within twelve months from the date of award receipt to Building 9001, Door ON19, located at 7447 SE 74th Street, Tinker Air Force Base, Oklahoma City. The contract encompasses multiple deliverables including site preparation drawings, technical manuals, calibration reports, test plans, and correlation testing on a minimum of three array-level and three antenna-level units, with a comprehensive warranty of at least 365 calendar days covering all equipment and workmanship. The specific award value is redacted; however, the acquisition is structured as a firm fixed-price order under the commercial products and services acquisition framework. All contractor personnel must obtain security badges, comply with controlled area requirements at Tinker AFB, achieve REAL ID Act compliance for base access, and adhere to OSHA standards, NFPA electrical codes, and Trade Agreement Act requirements.
