About this opportunity

The Air Force Sustainment Center is procuring a B1 LOA Range Array Test Set (RATS) RF Upgrade through a sole-source contract with NSI-MI Technologies, Inc. (AMETEK, Inc.) under FAR 6.103-1(b) authority. The procurement encompasses the purchase, delivery, and installation of one upgraded RATS system along with all associated equipment, accessories, and training on new equipment and software, configured as a turnkey project. The contract will be structured as a firm-fixed price (FFP) commercial acquisition classified under NAICS 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals) and PSC 6625 (Electrical and Electronic Properties Measuring and Testing Instruments). This pre-solicitation notice was posted on February 27, 2026, with a deadline of March 3, 2026, though this date represents the notice deadline rather than a proposal submission date, as the actual Request for Quote (RFQ) will be posted at a later date. All vendors must be registered in the System for Award Management (SAM) to be eligible for award consideration.

This acquisition is designated as a sole-source procurement with no set-aside provisions, and NSI-MI Technologies has been identified as the incumbent contractor and sole source based on proprietary software rights. The justification for sole-source selection centers on Ametek NSI-MI's exclusive ownership of the MI-710-C and MI-3000 software required for system interoperability, with no competing vendors having access to this proprietary technology. The upgrade will include new MI-3001 Workstations with Windows 11 software, ELE-VFA-511 receivers, transmit sources, mixers, adapter cables, and RF assembly modifications, along with comprehensive program management, engineering services, factory integration, testing, on-site installation, and training. No specific budget range or award value is disclosed in this pre-solicitation notice. Vendors seeking to participate must maintain active registration on the Joint Certification Program (JCP) website and possess a current DD Form 2345 (Military Critical Technical Data Agreement), as the requirement involves export-controlled documents.
