About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research through a Request for Information to identify potential manufacturing sources qualified to produce the B-52 Solid-State Crystal Controlled Oscillator/Isolator Assembly (NSN 5955-01-089-1801, Part Number 164-029-0001), with RFI responses due by close of business September 16, 2026.
The procurement is unset-asides, though the Government will evaluate whether future contract awards can be competitively awarded or placed on total or partial Small Business Set-Aside basis. Place of performance is not specified. The original manufacturer is Norden Systems (Northrop Grumman); Cobham is identified as a secondary obsolete source. The Government does not own the complete technical data package or unlimited rights to required technical data.
This is a solid-state microwave hybrid assembly operating across 8.66 to 9.66 GHz with minimum 30 mW power output and voltage tuning from +5 to +25 VDC. The unit must not exceed 1.3 lbs, maintain short-term frequency stability of 10109 peak-to-peak, achieve AM noise not exceeding −80 dBc, and operate from sea level to 55,000 feet with warm-up within 5 minutes after cold soak at −54°C. The assembly is designated Nuclear Hardness Critical Item (NHCI) requiring electromagnetic pulse and radiation hardness per Norden specification 000-R-0031. Interested parties must possess cleared personnel and facilities for handling classified information up to Secret level.
Immediate need is six units with a monthly demand rate of 0.28 units over a 10-year period. NAICS code 334511 applies with a small business size standard of 1,250 employees. Responses must address manufacturing and testing capabilities, experience with military-grade RF hardware absent complete technical data packages, classified material handling, obsolescence mitigation, nuclear hardness design, cybersecurity compliance (DFARS 252.204-7012 and NIST SP 800-171), continuity of operations planning, and counterfeit parts prevention measures.
Notice text
The Government is conducting market research to identify potential sources with the expertise, capabilities, experience, and technical repair data necessary to meet qualification requirements to repair the Solid-State Crystal Controlled Oscillator/Isolator Assembly. The National Stock Number (NSN) and Part Number (PN) are as follows:
- NSN 5955-01-089-1801, P/N 164-029-0001, Oscillator, Crystal Controlled
This RFI is being conducted to identify different potential non-commercial sources in determining if a future contract effort can be competitively awarded and/or awarded on a total or partial Small Business Set-Aside basis. The applicable North American Industrial Classification System (NAICS) code assigned to this effort is 334511 (Search, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing).
The Government does not own the complete technical data package (TDP) or the unlimited rights to the technical data required for manufacture. The original manufacturer of this item is Norden Systems (Northrop Grumman), and a secondary obsolete source is Cobham. To mitigate supply chain risks associated with a single source of supply, avoid obsolescence bottlenecks, and ensure long-term sustainment for the B-52 fleet, the Government's primary objective is to qualify a new, competitive manufacturing source that can deliver a form, fit, function, and interface replacement for this unit. Please note, this is a Request for Information only, the Government is not requesting any proposals in response to this posting.
