About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center is conducting market research for the B-52 C3BM Resilient Operational Capabilities Suite (CROCS) Engineering, Manufacturing and Development (EMD) program. The Air Force seeks contractors capable of integrating a communications and networking upgrade kit for the B-52 bomber that will connect the aircraft to the DAF Battle Management Network and provide Beyond Line-Of-Sight capability. The program aims to develop a production-ready system design package that minimizes installation timeline and integration costs to support the B-52's planned service until at least 2050. Potential contractors must address 20 specific capability areas including military aircraft modification experience, avionics systems, communications integration, technical data package development, and security controls. Responses are due June 13, 2025, limited to 30 single-sided pages with specific formatting requirements, and must be submitted electronically to Contracting Officer Lauren VanHook at lauren.vanhook@us.af.mil.
This pre-solicitation notice has no set-aside designation and participation is limited to U.S. DoD Contractors, though small businesses are encouraged to participate. No incumbent contractors or current service providers are mentioned in the documentation. The government has not disclosed any budget ranges or award values for this potential procurement opportunity. Respondents must provide company information including CAGE/DUNS codes, ownership details, and existing contract vehicles, and are specifically asked to disclose membership in the SOSSEC Consortium, Other Transaction Agreement awards, SBIR contracts, GSA experience, and other unique contract awards. The Air Force emphasizes this is strictly a market research effort with no guarantee of future contract opportunities, and all response costs must be borne by participating companies. The acquisition strategy has not yet been determined and will be informed by the results of this market research initiative.
