About this opportunity
The U.S. Army Corps of Engineers, Fort Worth District, is conducting a sources sought and market research inquiry on October 30, 2026, to gauge industry interest and capability for construction of a B-21 Field Training Detachment Facility at Dyess Air Force Base, Texas, under Other Transaction Authority (10 U.S.C. 2808a) rather than traditional FAR-based procurement. The project will not be subject to the Federal Acquisition Regulation.
The facility is a two-story, approximately 55,617 gross square foot structure designed for B-21 maintenance training with a Construction Cost Limitation of $66.2 million and programmed total of $77 million. Performance is at Dyess Air Force Base, Texas. The design features a steel-frame structure with metal roof, concrete masonry exterior walls, and drilled concrete pier foundation for expansive soil conditions; 440-ton HVAC cooling capacity; and secure space compliant with Intelligence Community Directive (ICD) 705 standards with construction security surveillance and U.S. citizenship requirements for specialized personnel. The project includes utilities, communications, roadways, and parking infrastructure.
Target completion is October 27, 2031 (900 calendar days from Notice to Proceed). The Government is evaluating delivery methodologies including Progressive Design-Build, Design-Build to Budget, or Construction Management at Risk, and seeks industry input on contractor preferences between OT agreements and FAR-based contracts, fixed pricing feasibility after design refinement, budget realism, cost drivers, long-lead procurement risks, local labor availability, and incentive structures. The Government anticipates offering Phase 2 proposal stipends and conducting confidential meetings with shortlisted offerors. Interested firms must self-register on ProjNet using Solicitation Number W9126G28RB210. This is an RFI only; no payment will be made for information submitted.
