About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is conducting market research for a B-1B Lancer Navigation Receiver with responses due by October 2, 2026 at 3:00 PM CDT. This is a sources-sought RFI, not a solicitation.

The Government seeks an estimated 100–200 navigation receivers capable of processing M-code encrypted GPS signals, blending GPS data with inertial navigation information, and generating synthesized GPS RF outputs for downstream GPS receivers in GPS-degraded and GPS-denied environments. The system must operate resilient against electronic warfare and spoofing threats while maintaining strict Size, Weight, Power, and Cost (SWaP-C) constraints, ideally not exceeding 20 pounds and 14" × 8" × 10" dimensions, powered by either 220V 400Hz or 28 VDC. The receiver must integrate with the B-1B platform without requiring replacement of existing Embedded GPS/INS units.

Responses must meet military environmental standards (MIL-STD-810) and electromagnetic compatibility (MIL-STD-461). Interested parties must submit white paper responses in PDF format not exceeding 15 pages, addressing product identification, system architecture, current Technology Readiness Level with roadmaps if below TRL 7, Manufacturing Readiness Level, preliminary SWaP-C profiles, integration and testing considerations, Rough Order of Magnitude pricing for quantities of 15–30 through 100+, maintainability metrics, manufacturing locations, and points of contact. Responses must identify proprietary information, foreign vendor involvement, and ITAR compliance considerations. Prospective contractors must be registered in SAM for future DoD contract eligibility. Contact Cory Milford at cory.milford@us.af.mil or (405) 739-4489, or Michael Acree at michael.acree.8@us.af.mil with questions.
